Job Description
Job SummaryRegional Commodity Manager (RCM) will be based in Blantyre, Malawi. The primary role of the RCM will be to provide commodity management training, technical support and oversight to PCI’s Development Food Assistance Program (DFAP) in Malawi. The RCM will also provide support to PCI’s other USAID and USDA funded food aid programs in the Africa region. The RCM will provide training and support in areas such as pipeline management, importation, warehousing, distribution, monitoring and evaluation and compliance.  One of the primary duties of the RCM will be to lead the development and roll-out of commodity management systems and will provide ongoing training and support to field staff.

Key Duties and Responsibilities

Commodity Management (CM) Technical & Operational Support
  • Provide daily support and oversight to Malawi DFAP Commodity Management Unit (CMU) to assist with issues such as importation challenges, infestation, issues with BUBD, losses, etc.
  • Build capacity of Malawi DFAP CMU in areas such as systems utilization and management, , warehouse and distribution management, warehouse safety, etc.
  • Conduct annual CM trainings for new and existing staff (e.g. CM systems, commodity management, warehouse safety, etc.) in the Africa region.
  • Review monthly resource pipeline analysis projections and assisting with commodity request planning
  • Review Call Forwards Requests submitted by the field to ensure accuracy prior to submission to Senior Technical Advisor, CM (STACM)
  • Review Commodity Status Reports (CSRs) on a monthly basis prior to submission to donor and IO/Finance to ensure proper reporting
  • Serve as point person for communication with freight forwarder on Africa related shipments
  • In collaboration  with the STACM, update or develop new CM manuals and tools
  • Assist with the development of food aid proposals including conducting market assessments, warehousing, transport, importation requirements, as needed
  • Represent PCI in Regional Commodity Management Workshops

IT/Database Management & Support
  • Assist with selection of CM & management information systems (MIS) for implementation in PCI’s commodity management programs
  • Adapt existing MIS for use in PCI’s Development Food Aid Programs (DFAP) and other commodity management programs (e.g. USDA-funded Food for Education programs)
  • Provide technical assistance and support for roll-out and maintenance of Commodity Management (CM) systems
  • Build capacity of PCI’s CM&L country teams to manage the database system through ongoing training/technical support

Ensure Donor & Organizational Compliance
  • Review & revise commodity sections of donor reports prior to submission
  • Review sub-partner reports related to CM and follow up on issues as they arise
  • Work with field to respond to donor requests for information
  • In coordination with STACM & Director of Internal Audits, conduct internal commodity management assessments/audits for PCI and PCI’s sub-partners.
  • Conduct semi-annual field visits to programs in portfolio to: provide technical assistance, conduct warehouse inventories, visit distribution points, talk to beneficiaries, and ensure compliance to donor agreements.

Position Parameters/Special Responsibilities Required:

  • 25-30% travel anticipated

Required Qualifications
  • Fluency in written and spoken English required
  • Master’s degree in international development, statistics, logistics, or related field; certification or degree in a technology field is a plus
  • Familiarity with Microsoft Office suite (Office 365 experience preferred), database systems, Salesforce, mobile technology platforms, common statistical packages, GIS, mobile and web technologies
  • Experience with development and administration of mobile management information system software programs
  • Experience with project rollout and management of large scale programs
  • Experience and ability to train staff
  • 6 years field experience in Title II and/or USDA commodity management programming
  • Must have experience managing warehouse, conducting internal audits and overseeing food aid programs
  • Must have good working knowledge of USAID Regulation 22 CFR 211 and USDA Regulation 1599
  • Experience in Local Regional Purchase (LRP) programs will be highly regarded
  • Proven team skills and ability to work effectively in a team environment with both technical and non-technical staff
  • Excellent inter-personal and inter-cultural skills
