Project Summary:
The purpose of the Management Support and Technical Analysis Services (MSTAS) contract is to assist the USAID Africa Bureau’s Office of Sustainable Development (AFR/SD) to achieve its strategic goals. The Contractor will: 1) Support USAID economic growth and trade related activities in sub-Saharan Africa (SSA), including AFR/SD’s role serving as the Secretariat for the USAID Trade Hub Management Council, 2) Provide logistical and administrative support for the planning, knowledge management, communications, and outreach for all technical divisions of AFR/SD, and 3) Provide technical services to AFR/SD and all its technical divisions in formulating a new, robust, cross-cutting and inclusive strategy in content areas including but not limited to health; education; conflict; peace building; governance; economic growth; agriculture and trade via a multi-sectoral approach to achieving development goals, deepening understanding of development trends, and improving program performance while integrating gender and environmental considerations and requirements.

Please note: Only those with U.S. work authorization are eligible for this position. Relocation costs will not be covered.

The position will provide monitoring, evaluation, and research support to the MSTAS Project. S/he will provide M&E and knowledge management support in the fields of economic development and trade. This is a full time position based in Falls Church, VA. The project will run until October 2015, with three option years.

Responsibilities:
- Provide overall management of M&E task orders that involve evaluations, performance monitoring, performance management, organizational development, strategic planning, and data collection.
- Provide research to develop case studies and analyses.
- Responsible for diagnostic evaluations to develop impact evaluation model, overall M&E framework and to harmonize activities for future projects.
- Support AFR/SD in development of results framework and performance indicators and facilitate the AFR/SD performance management plan.
- Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.
- Provide other M&E project support as needed..
Qualifications:
- Master’s degree in statistics, economics, public policy, data analysis or related area with 8-10 of experience required.
- Knowledge of USAID M&E procedure is essential, with 6-8 years of demonstrated experience required.
- At least three years of experience in quantitative monitoring and reporting performance of projects or activities related to development in developing countries, strongly preferred and African experience preferred.
- At least three years of experience in using gender-based indicators (not solely sex disaggregation), gender analysis and gender-sensitive project monitoring, strongly preferred.
- At least three years of experience in building, populating, and utilizing databases for reporting and analysis purposes, strongly preferred.
- Demonstrated strong ability and extensive experience with cost effectiveness, cost benefit analysis, and general equilibrium modeling and analysis.
- Excellent writing and communication skills.
