Position: Finance Officer
Location: London, Islamabad, Manila/Cebu, Bangkok, Dhaka, Addis Ababa, Goma, or Nairobi (see footnote)
Duration: Fixed Term Contract until 31st December 2017
International Grade C: Local salary scales and terms and conditions will apply
Note: This can either be a full time position supporting two START Network projects, or a part-time position equivalent to 2.5 days per week supporting one of the projects (see descriptions below). Please specify which role/s you are applying for in your covering letter.
On behalf of the START Network, ActionAid International is seeking to recruit an experienced Finance Officer to support on one or both of the following exciting three year, multi-country, multi-agency, collaborative capacity building projects. The projects are:
- The Shifting the Power through Developing the Capacity of Local Oganisations project brings together 6 leading humanitarian agencies to work in 5 disaster-prone countries to strengthen the capacity of local humanitarian organisations. The vision is to support local actors to take their place alongside international actors to create a more balanced humanitarian system that is more responsive and accountable to disaster affected communities. The project will be implemented in Bangladesh, Kenya, Pakistan, Ethiopia and DRC. The overall budget for this project is £4.9 million.
- The Transforming Surge Capacity project is focused on improving the capacity of humanitarian agencies to scale up resources in emergency response - getting the right people to the right places, doing the rights things in the shortest amount of time. It aims to create civil society surge capacity that is more collaborative, more locally focused, and better engaged with other stakeholders such as the UN and private sector. The project will be delivered through the formation of coordinating platforms, the delivery of pilots to develop inter-agency collaboration, and through sharing good practice and resources. The project platforms will be implemented in London, Bangkok, Pakistan and the Philippines. The overall budget for this project is £2.4 million.
Purpose of the Role: The Finance Officer will ensure the financial integrity of one or both of the above projects and be responsible for all aspects of their financial management. The post-holder will be able to simplify complex financial information for project partners and reporting purposes, present compellingly on financial performance to non-finance staff, pay scrupulous attention to detail, be able to negotiate across diverse agencies and country contexts, provide pro-active technical support to in-country teams, and work in a way that efficiently supports the timely and quality delivery of the project(s). The successful candidate will be excited by the opportunity to work as part of a small International team, going above and beyond delivering on finance-related tasks to participate in discussions on project progress and learning as an integral member of the International Project Management Team.
Key deliverables include:
- Develop tools and run finance sessions for the project’s International Inception Workshop/s (location/s tbd)
- Set up and maintain financial systems and processes for multi-agency, multi-country Consortium project/s
- Ensure financial controls, processes and procedures are in place
- Advise partner agencies of donor specific financial rules and regulations and support staff to meet these
- Provide ongoing financial risk analysis and recommendations of risk management strategies
- Provide consolidated project financial plans and reports for the International Steering Committee and Donor reporting
- Work with partner agencies to coordinate the initial implementation of the project budgets and monitor spend
- Support project leads to fulfill the requirements for internal and external audit
- Support the International Project Manager in the use of the financial analysis for sound project management
- Ensure transaction listings and supporting documents are maintained for donor reporting and audit.
- Work closely with the International Project Manager to monitor the budget utilisation and communicate any issues upwards from project leads
- Act as a technical resource for in-country teams to draw on as required
- Participate in International Project Management Team meetings to agree on project workplans and team responsibilities
