Contract length: 6 months
The role
The Food Security and Livelihoods (FSL) Programme Manager will be based in Eastern Ukraine (Dnipropetrovsk) overseeing food security and livelihoods programs in crisis-affected regions. In addition to directly managing FSL related grants in these areas, the FSL Manager will lead on programme implementation, planning, master budgeting, recruitment, management and procurement in the field locations. The FSL Manager will also lead on programme design, proposal writing, coordination and capacity building and will work with Monitoring Evaluation and Learning (MEAL) staff on assessment, monitoring and evaluation activities. The post holder will be expected to do this through significant mentoring and coaching of national staff.
The role will be based on Dnipropetrovsk (with travel to other locations) Ukraine.
Qualifications and experience
Required
  • At least 3 years of management experience in emergency, fragile state or development programmes in cash/vouchers in an emergency context
  • Experience in market analysis and cash programme design
  • Knowledge or experience of in-kind food programming
  • Previous experience of managing an FSL team at national level
  • Previous experience of working with local partners on FSL programmes
  • Experience of and commitment to working through systems of community participation and accountability
  • Proven capacity to supervise, and coach staff in FSL technical skills
  • Ability to write clear and well-argued assessment and project reports
  • A high level of written and spoken English
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
Desirable
  • Experience or knowledge of working and living in relevant regions/contexts
  • Specific experience of designing and managing WFP, DFID, ECHO, USAID and other major donor projects
