The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
RESPONSIBILITIES
  • Provide technical assistance to Child Health Division of the Mother and Child health Department at the central level of the Ministry of Health ;
  • Assist the integration with different programs and areas related to child health within the MOH ( HIV Program ,TB program , EPI , Nutrition , PMTCT , malaria ... ) ;
  • Strengthen linkages between child health department and TB program to ensure better identification of children suspected of TB and their follow up , better identification of TB contacts and their follow up and treatment
  • Strengthen linkages between the child health department and nutrition department for better identification and management of children with malnutrition and growth failure
  • Assist in program implementation, keeping it aligned with the existing goals to reduce child morbidity and mortality ; focusing on neonatal health and IMCI
  • Participate in and strengthen of the MOH technical working groups focusing on IMCI, neonatal health , Pediatric Tuberculosis and Child nutrition
  • Assist in improving communication and coordination between the Division of Child Health Department at the central level and respective counterpart at the provincial level;
  • Provide technical inputs to development of national policy and guidelines related to MCH, including protocols and guidelines, training materials, and M&E/QA tools
  • Provide technical support in the planning, implementation and monitoring of programs that can contribute to the achievement of the Objective Nº 4 of the MDG (Millennium Development Goals): “Reduce child mortality”
REQUIRED QUALIFICATIONS
  • MD, preferably pediatrician with at least 5 years of experience working in MCH/PMTCT and HIV/AIDS programs and international health.
  • At least 3 years of proven project management experience in the design, administration, management and implementation of international health programs in developing countries, including supervision and reporting.
  • Master in Public Health or other relevant master degree is an advantage
ESSENTIAL SKILLS AND ABILITIES
  • Understanding of the Mozambique Ministry of Health, including the policy and management structures at national and provincial level.
  • Extensive clinical experience and excellent knowledge of MCH in resource poor settings
  • Extensive skills and knowledge in monitoring and evaluation (both quantitative and qualitative methods) of MCH and support programs
  • Skills and knowledge in program design and management including institutional capacity building and systems development
  • Excellent analytical skills. Oral and written communication skills. Proficiency in English and Portuguese (both oral and written).
  • Ability to manage multiple priorities and projects while working as part of a team.
  • Energetic, independent, self-motivated;
  • Good knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook).
