Reports to VMMC M&E Officer, Dotted line to Database Specialist, - Blantyre
 
With Technical oversight from the Database Specialist in the Jhpiego Malawi Country Office, the Data Management Assistant (DMA) will be based in the VMMC Satellite Office in Blantyre and responsible for the administration and management of VMMC Management  Information Systems, Under the direct supervision of the VMMC M&E Officer, the DMA will keep track of all VMMC service delivery data and enter VMMC data into the database for subsequent analysis, The VMMC DMA will also assist the M&E Officer in data quality assurance including out routine data collection validation and verification at VMMC sites to optimise data quality, S/he will also provide data management support to data clerks at VMMC sites during the campaigns, She will be responsible for al VMMC databases integrity and security
 
Assist in the collection of data from VMMC sites, facilitating the processing of data to locate missing registries/medical records and following up with facilities to obtain missing data as necessary, S/e will help to keep track of received data and source documents, Prepares and sorts source documents and identifies and interprets data to be entered, Verify accuracy of data entered into computer by performing routine data quality checks (basic validation checks) prepare and submit repost to supervisor, Bring to the knowledge of the VMMC M&E Officer questions that need to be solved such as inconsistencies or missing data by the origination of the source data Perform data entry functions efficiently and systematically according to the Jhpiego standard operating procedure for Data Management, Transmit entered information into database File or routes source document after entry, Assist in field visit follow up assessments, routine data quality assurance and verification exercises and supportive supervision visits at facility level as necessary, Assist in conducting M&E training activities including sessions on documentation and reporting at the facility level assigned, Maintain accurate and up to date logs of activities and competed data entry, follow ups and quality checks, Monitor the VMMC databases service delivery and monitoring data for malfunctions, inaccurate and/or inefficiencies and report to supervisor, Provide accurate information to the M&E Officer and Specialist for inclusion in quarterly, semi annual and annual program reports, Assist with trouble shooting on information technology with trouble shooting on Information technology issues in the VMMC Satellite office, district and zonal MoH HMIS whenever necessary, Assist in deployment and provision of database support including export of program data fields to district Health Offices and zonal health offices to strengthen district and zonal HIMIS, Ensure all VMMC trainings are entered in TranSMART and liaise with VMMC Program and Technical Officers on inaccurate information on TranSMART and ensure accurate information is entered in the database, Assist in research and evaluation activities in the VMMC Satellite Office as necessary, Perform other duties as assigned by supervisor and the VMMC Program manger to ensure the sound functioning of the M&E Unit and achievement of program goals
 
First degree in computing/data management Or post secondary education with national diploma or advanced professional certificate(s) in computing with at least 2 yrs of relevant data management experience, preferably with an international organisation, Understanding of global health and development approaches, demonstrated self management (i.e. motivation, dealing with pressure, adaptability0, Excellent computer skills with good knowledge of Ms Access, Proficiency in Microsoft Outlook, Word, Excel, Power Point and internet, familiarity with Stata/SPSS is a plus, Knowledge of District Health information System (DHIS2) software with good knowledge of pivot tables and its functions, Familiarity with online applications and their deployment, Knowledge of Malawi national, zonal and district health management information system, Ability to communicate technical information understandably both orally and in writing, Ability to analyse data, identifying errors and inaccuracies in data reporting, Excellent verbal and written English and Chichewa, with the ability to communicate courteously and effectively in both languages, Ability to work in a fast paced environment, handle multiple tasks, sometimes with short deadlines, Ability to interact skilfully and diplomatically with numerous counterparts both domestically and internationally, Experience working in cooperation with colleagues with a wide range of interests and needs, Strong decision making skills and results oriented approach, Willingness to travel locally (Approximately 25% f time) and work long hours if necessary, Proactive with the ability to work under minimal supervision and aptitude to acquire new skills
 
To perform related duties as assigned by the supervisor, To regularly attend management and coordination meetings of the unit, To provide ongoing supportive counselling to clients, partner sand family members on VMMC, To maintain good quality counselling and testing records, To make appropriate referrals within the health system, the community and to document and follow up on linkages as required, To maintain strict confidentiality of the client’s tests results and all other medical and personal information, To perform pre and post test counselling and rapid diagnostic test in line with relevant standard procedure guidelines and quality standards, To provide HIV and VMMC counselling as part of minimum package of VMMC services
 
The Voluntary Medical Male Circumcision/HIV Testing Counsellor an and HIV Testing Counsellor will be responsible for educating VMMC clients in group counselling sessions and individual counselling sessions about VMMC for HIV prevention, The VMMC/HTC Counsellor will also provide individual counselling for clients as well as HIV counselling and testing as part of the comprehensive package of VMMC services provided to clients, he VMMC/HTC Counsellor is an integral member of Jhpiego’s circumcision rapid response team and reports to the VMMC team Leader, The counsellor will be based in Lilongwe District  
 
Be a Malawian citizen, Holder of minimum MSCE, At least Certificate in HIV testing and counselling with training in rapid test/finger prick preferred, At least 2 yrs relevant work experience, Be able to communicate in English and be fluent in at least 1 local language, Have sound interpersonal relations and excellent communication skills, Be self motivated, hard working and pro active, Confidentiality, Be well mannered, respectful and have strong interest in counselling
