FOS – SOCIALIST SOLIDARITY IS LOOKING FOR A DEVELOPMENT AID WORKER (M/F) – PROGRAMME COORDINATOR FOR A FOOD SECURITY PROGRAMME IN MOZAMBIQUE
FOS - socialist solidarity is a Belgian NGO that is part of the socialist movement in Flanders, Belgium. Our partners in the South are organisations of people who are struggling to obtain their rights to decent work and to health. Our headquarters in Brussels employ 11 people and about 40 people work for FOS abroad, in 8 offices in different countries in the South.
FOS has been active in de Southern African region since the 70’s, namely in Mozambique, Namibia, Zimbabwe and Southern-Africa. Our work relates to issues of social protection and specifically to the right to decent work and the right to health. FOS tries to enforce and promote social protection for people in precarious living conditions in the South by supporting organisations that are struggling for the implementation of the social, political and economic rights of their target groups. In practice this means that we try to support our partners in developing their internal capacities, their institutional capacities (in relation to others) and their capacities to deliver services. In this manner organisations are capacitated to demand the right to decent work and to health for their target groups, with specific attention for the situation of women and youth. In addition, FOS has accumulated considerable experience with programmes related to food security in Mozambique.
FOS is looking for a programme coordinator for a new food security programme in Mozambique. The programme will be implemented in six districts in Gaza Province over a foreseen period of five years (2013-2018). The programme coordinator will focus mainly on improving the capacities of small farmer and farm workers’ organisations in order to enable them to improve their members’ food security situation. The programme coordinator will be responsible for the implementation of the programme and will be the internal and external focal point of FOS for this programme. The coordinator works independently, within the framework of the organisation.
The programme coordinator will have the following tasks and responsibilities:
- Implementation of a food security programme which has been approved by the Belgian federal government (Belgian Fund for Food Security - BFFS)
- Provide organisational support, coaching and training to improve the capacities (organisational development, service delivery and joint lobbying and advocacy) of local farmers’ associations at district level as well as the capacities of trade and farmers’ unions at provincial level
- Assist farmers’ associations in developing economically viable investment and production plans and ensure progress in the development of financially sustainable services to local farmers and farm labourers
- Coach and assist the trade and farmers’ unions in developing appropriate planning, monitoring and evaluation tools within their own organisation
- Manage and coordinate the programme in liaison with Mozambican government institutions, UN agencies and other NGO’s directly and indirectly involved in the programme
- Be responsible for planning, implementation, monitoring and evaluation of the programme in close relationship with the National Union of Agricultural Labourers (SINTAF) and the National Union of Small Scale Farmers (UNAC), as well as with other civil society actors in the region
- Be responsible for the efficient and effective use of available resources and for the financial and narrative reporting to both the Mozambican government institutions, FOS and the Belgian Government and donors
- Cooperate and consult with the FOS regional programme manager in Johannesburg and with the programme officer for Southern Africa at FOS Brussels
Candidates should have the following profile:
- Fluency in Dutch and/or English and in Portuguese is essential
- At least five years of relevant working experience
- Proven ability to interact with people from diverse cultural backgrounds
- Be gender sensitive and aware of the responsibility rural women are burdened with in order to provide sufficient food for the family
- Proven skills and experience in organisational development and in facilitating
- Knowledge of development issues and the role of unions and civil society in development
- Skilled in developing didactically appropriate training and monitoring material
- Ability to monitor programmes financially
- Ability to work independently and thoroughly and to manage a considerable work load.
- Knowledge and/or experience with the topics agriculture and food security would be an advantage
- Due to financial criteria related to this position, only nationals of one of the 27 EU countries can be considered for this job.
We offer:
- A contract with FOS – socialist solidarity in accordance with the Royal Decree 2006 on the Development Aid Workers Statute.
- We foresee an introductory period at FOS Brussels before departure as well as accompaniment and support during the contract period from the regional office in Johannesburg, South-Africa
