Terms of Reference for Consultant 

Job Title: Junior Consultant Child Labour in Agriculture (Subscriber to Personal Services Agreement)

Division/Department: Economic and Social Development Department/ Social Protection Division (ESP)

Programme/Project Number: Assistance to FAO Child labour programme

Location: Headquarters, Rome, Italy

Expected Start Date of Assignment: 03.03.2014

Duration: 11 months

Reports to: FAO Child Labour Focal Point

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED

Under the supervision of the Team Leader of the FAO Decent Rural Employment Team and in close collaboration with the FAO Focal Point for Child Labour in Agriculture and other members of the Decent Rural Employment Team, the consultant will undertake the following tasks:

• Support selected activities of the International Partnership for Cooperation on Child Labour in Agriculture (ILO, FAO, IFAD, IUF, IFPRI); 
• Assist in research and the development of child labour knowledge and communication materials; 
• Provide support to FAO’s child labour work in English and Spanish speaking countries as needed and the development of related materials; 
• Assist the team in reviewing the Spanish version of a e-learning curriculum on child labour in agriculture and in liaison with the development team; 
• Support the team in mainstreaming child labour issues in agricultural or rural development initiatives and emerging mechanisms; 
• Support the organization of the World Day Against Child Labour and other events related to child labour in agriculture; 
• Collaborate with the FAO Decent Rural Employment Team on other related child labour activities as needed.

KEY PERFORMANCE INDICATORS

Expected Outputs:

• Effectively assisted the team in the finalization of the Spanish version of the e-learning curriculum on child labour in agriculture; 
• Assisted the team in developing at least two knowledge or capacity development products related to child labour; 
• Supported the team in the organization of two events, including the World Day Against Child Labour; 
• Provided timely support to ad hoc requests related to child labour in agriculture. 

Required Completion Date: 31/01/2015 

REQUIRED COMPETENCIES

Academic Qualifications

• University Degree in social sciences, economics, agriculture, rural development or a closely related discipline. 

Minimum Requirements:

• Good knowledge of development issues related to poverty alleviation, rural areas and children 
• Demonstrated capacity to summarize and organize technical information 
• Excellent analytical skills 
• Excellent writing skills in English 
• Good knowledge of Spanish 
• Team player 

Selection Criteria:

• Level of communication skills, both oral and written in English and Spanish 
• Extent of academic qualifications 
• Experience related to research, knowledge generation and communication materials 
• Previous work in the UN and / or FAO 
• Knowledge of child labour issues in agriculture 
• Experience in child protection issues in rural areas
