Organizational Context
The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a Specialized United Nations Agency whose mission is to enable poor rural people to overcome poverty. IFAD's headquarters is in Rome, Italy, and is present in more than 80 countries to develop and finance programmes and projects aimed at increasing agricultural productivity and incomes.
Division Context
The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund, and is composed of five (5) regional divisions and a Technical Advisory Services Division . The Eastern and Southern Africa Division (ESA) is handling with the lending programme and strategic and policy dimension of this region.
Position Title of Immediate Supervisor: Country Programme Manager / Programme Officer
Purpose of Position
Under the overall guidance of the Divisional Director and the direct supervision of the Country Programme Manager, the MDG Sub-programme Coordinator will play a key role in supporting the management of activities related to the IFAD Sub-programme of the EU-supported MDG Programme in Mozambique in view of maximising IFAD¿s development effectiveness, impact and sustainability. The IFAD Sub-programme of the EU-supported MDG Programme will consist of additional activities for the Rural Markets Promotion Programme (PROMER), for the PRONEA Support Project (PSP) and for the Artisanal Fisheries Promotion Project (ProPESCA) as well as the newly designed Project for the Promotion of Small Scale Aquaculture (PROAQUA), currently exclusively financed by the Sub-programme.
Duties and Responsibilities
1. The MDG Sub-programme Coordinator will support the CPM to provide guidance to the implementers, add value to the supervision and follow-up process (start-up, mid-term reviews, implementation and completion reports as well as portfolio reviews) and to the monitoring and evaluation process. He/she will furthermore assume responsibility for the following specific aspects of supervision and implementation support for the four IFAD-supported projects that will implement the Sub-programme:
  • Undertake initial review of project Annual Work Plan and Budgets (AWPBs) for the CPM and with specific responsibility for helping projects to improve their Monitoring and Evaluation (M&E) systems along with Results and Impact Management System (RIMS) reporting in order to promote better internal country coherence and effectiveness.
  • Support for fulfilling IFAD fiduciary responsibilities such as: initial procurement review and background work as needed for the CPM for IFAD non-objection, preliminary processing of withdrawal applications for the CPM, and initial review of project audit reports; and (iii) representing IFAD on supervision/implementation support missions as required.
2. The MDG Sub-programme Coordinator will draw lessons from design and implementation support experiences to (i) promote in-country local learning; (ii) share knowledge between country programmes; and (iii) promote knowledge sharing among IFAD staff. In this regards, he/she may also be requested to prepare short analytical knowledge management papers.
3. To carry out these tasks, the MDG Sub-programme Coordinator will work closely with the IFAD country office staff, the staff of the four projects, the staff of the two coordinating offices in government (the IFAD Sub-Programme Coordination Unit, IFAD-SPCU, to be established within the Directorate of Investment and Cooperation, DIC, in the Ministry for Planning and Development, MPD; and the Technical Secretariat on Food and Nutrition Security, SETSAN), the FAO and WFP Sub-programmes teams as well as the EU delegation in Maputo. He/she will also assist ESA in its contribution to the corporate management results and reporting. Extensively, his/her work, which is geared largely towards the management of processes, will require collaboration with colleagues within IFAD; government authorities; other UN agencies; multi- and bilateral institutions; consultants; NGOs; civil society and private sector organisations.
4. Perform other related duties as assigned by the Country Programme Manager or Regional Director ESA.
Education and experience
  • Bachelor's degree in economics, agriculture, rural development, or a closely related field is a requirement. Master's level degree in one of these fields or management, business administration or similar field would be an asset.
  • At least three years of relevant professional experience with the United Nations, rural development/financial institutions, international NGOs or government services in the design and administration of rural development programmes with emphasis on rural project management, rural finance and market development.
  • Experience in project management is required.
  • Knowledge of policy oriented, programme based pro-poor approaches and loan and grant preparation required.
  • Field experience in a developing country would be an asset.

Languages and other skills
  • Excellent written and verbal communication skills in English including the ability to set out a coherent argument in presentations and group interactions is a requirement. Command of Portuguese (write and speak) is an asset.
  • Excellent working knowledge of Microsoft packages and electronic communication.
Other Information
  • Internal candidates who currently hold a fixed-term or continuing appointment are eligible to apply. However, such staff members, if selected, will have no return rights to their previous position, and will be subject to redeployment measures and, if necessary, termination of appointment for reason of abolition of post under Staff Rule 10.1 (a) (iv), once the funding for this position has expired.
  • The selected candidate will be awarded fixed-term appointment funded against the availability of resources charged as administrative costs by IFAD to the EU-supported MDG Programme funding. The initial offer will be for a period of two years. The appointment is conditional to the availability of the resources mentioned above, and may be extended for further 2 years up to 4 years. The appointment will expire after the EU funds are exhausted and carries no expectation of renewal, continuous employment or conversion to any other type of appointment with IFAD.
