CARE is currently seeking a Program Manager (PM) . The purpose of the Program Manager position is to provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of the Primeiras e Segundas Program under his/her responsibility in line with CARE-WWF Alliance Mozambique vision, goal, objectives and program principles, standards, approaches and Strategic Plan. The PM must be sensitive to gender issues and capable of integrating basic gender concepts into programming. S/he understands principles and practices of biodiversity conservation. In consultation with the CARE-WWF Alliance Steering Committee for Mozambique, and in collaboration with the project staff she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan, secures qualified staff and ensures that an appropriate monitoring system is in place to track progress and deviations of project implementation including appropriate oversight and supervision of sub-grantees and their implementation process. To promote the highest level of staff performance the PM ensures that all supervisors provide coaching and counseling to the project staff. He/she establishes and maintains effective working relationships with key government partners and NGOs working in the same areas.
Responsibilities: Knowledge Management for Program Quality
- Apply theory and best practice in development and biodiversity conservation to the activities contributing to program objectives.
- Integrate program quality concepts drawn from CARE (Programming Principles, Program Shift, DME, report writing and communications, as well as cross cutting themes of Gender Equity & Diversity, Climate Change/DRR, HIV, Governance, etc.) and from WWF (to be clarified )
- Contribute to CARE's Emergency Preparedness and Response, including integrating DRR, monitoring risks, and responses.
- Ensures that project activities are guided by appropriate log-frame and baseline;
- Oversee design and implementation of monitoring system to collect baseline and periodic data for tracking project performance and decision making;
- Plans and conducts monthly, quarterly and annual project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
- Write monthly/quarterly/annual comprehensive and high quality project progress reports
Personnel Management
- Ensure that all staff on different projects understand how their work contributes to overall Alliance program, and that all have and follow appropriate individual operational plans linked to project priorities;
- Supervises, leads, guides, orients, trains, coaches and supports staff.
- Provide team leadership and motivational support to the Program Team through daily supervision, regular team meetings, and learning and reflection events
- Leads hiring and orientation of new staff in coordination with HR, including finalizing JDs, recruiting, participating in interviews, reference checks, and orientation.
- Recommends or initiates personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
- Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
- Identify and pursue opportunities for the professional development of project staff and implementing partners.
- Builds the technical and managerial capacity of the field staff in planning and implementing projects effectively and efficiently including sub-grant management.
Financial & Administrative Management
- Ensures compliance with applicable donor rules & regulations, including ensuring that all staff are familiar with relevant requirements.
- Work with program management core team and project managers in contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc.
- Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.
- Oversees coordination of any sub-grant activities and agreements, and ensures compliance with applicable policies and procedures.
- Ensure project budgets are well-managed, including monthly reviews of expense reports.
- Ensure preparation and monitoring of procurement plans.
- Oversee systems for staff security and appropriate use of project assets.
- Implement audit recommendations applicable to the project/program.
Activities Management: Planning & Implementation
- Establish and lead program management core team including senior managers and program support staff
- With the program team, analyze lessons learned from routine monitoring, studies, and daily experiences, and ensures team systematically incorporates these into project plans and in new designs;
- Based on past accomplishments and achievements, lead program management core team to adjust project/program targets, strategies, resources and delegation of responsibilities to ensure appropriate progress;
- Develop plans with project/program management team, staff and partners involved in the implementation and incorporate their input into the plan;
- Submits annual plans as per established schedules to all project/program stakeholders.
- Organizes the implementation process of all set targets planned for each project with respective supervisors, experts and other concerned staff working within program departments;
- Ensures that all staff update their monthly and quarterly implementation plans;
- Maintains ongoing communication with project/program stakeholder regarding progress and challenges;
- Continuously assesses context, assumptions and changes in the working environment to ensure that the project/program focus, strategies and activities remain relevant and to proposed adjustments when needed
Manages External Relations & Collaboration
- Establish and maintain positive working relationships with governmental, NGO, local and international organizations, academic institutions and private sector actors to identify and undertake activities relevant to the project/program.
- Implement communication plan to ensure all key stakeholders are updated on progress
- Ensure that periodic progress reports are completed in a timely manner, in compliance with donor requirements for onward incorporation in the program report.
Requirements:
- Bachelor degree in rural development, natural resource management or equivalent combination of education and work experience.
- Knowledge of romance language (preferably Portuguese)
- At least six years of experience in development and/or conservation organizations, including significant experience of working with partners to deliver conservation and development programs.
- A proven record of effective project/program management, including project planning and managing budgets from multiple donors with a range of requirements.
- Proven skills in partnership building, influencing and negotiation with a range of development actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
- Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
- Strong skills in written communication, including effective report writing and proposal development skills
- Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
- Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
- Sensitive to gender issues and capable of integrating basic gender concepts into development programming;
- Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
