Program Evaluation Coordinator

Under direct supervision of the Director of Strategic Information and Communication the Program Evaluation Coordinator, coordinates and oversees program evaluations for the organization. He/she oversees the implementation of evaluation system, ensuring that the programs/services further the mission of –EGPAF-Mozambique, improving the lives of patients served. The Program Evaluation specialist works along with the Technical Team assisting development of evidence based program improvement strategies and documentation of lessons learned.
Job Responsibilities:
Manages the development of research protocols, proposals, grants and other requests for funding related to HIV clinical, implementation, or program effectiveness research Manages all aspects of the research studies, from idea conception, protocol development, personnel training, development of data collection instruments, study implementation, and data collection and management. Coordinate and support the logistical aspects of implementation of research protocols, including human subjects issues, IRB applications, development of study procedures, study conduct and data collection Guarantee quality of data throughout research/evaluation process Ensures the highest quality scientific, ethical and regulatory standards for all research activities Prepare and facilitate trainings related to the research activities Mentor young researchers at EGPAF (including fellows) and at MOH/DPS/SDSMAS Elaborate research reports and dissemination of results at provincial and national level, in coordination with the Research Manager Participates in preparation of study reports, abstracts and manuscripts Participate in research meetings with EGPAF and other partners Compete for national and international funding for research and program evaluations Regular review and analysis of scientific biomedical literature Other activities as requested by the SMT, Technical team Coordinates Program evaluations with Public Health Evaluations Coordinator
Required Qualifications
MD or biomedical sciences Masters or PhD in Epidemiology, Biostatistics, Public Health or similar Masters degree in epidemiology, public health, or equivalent preferably with a focus in maternal and child health and/or HIV/AIDS; Minimum of 3 years of proven experience in health research in developing countries, including protocol elaboration, design of surveys, data collection, data analysis, report writing and scientific publication elaboration
Knowledge, Skills, and Abilities
Proficiency in analytical software, such as STATA, SPSS, R Proficiency in the use of databases such as Microsoft Access, Epi-Info Knowledge of Mozambican National Health System, specifically knowledge and understanding of HIV, PMTCT, MCH, and HIV care and treatment Strong organizational skills, detail-oriented with ability to prioritize, take initiative and follow-through Proven abilities in HR management and team work Results oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with competing priorities Proficient in English (reading, speaking and writing) Strong communication skills, both oral and written Available for regular traveling within provinces in Mozambique (up to 40%)
