Position Summary: Pact seeks a Chief of Party for an anticipated USAID program in Malawi to increase social, ecological, and economic resilience to climate change and improve biodiversity conservation within freshwater ecosystems through sustainable fisheries co-management. The Chief of Party is responsible for administering and managing the implementation of the project and has the overall responsibility for assuring that all assistance provided is technically sound and appropriate to meet project objectives.
• Responsible for the overall quality control and the timeliness of all required deliverables.
• Manages and supervises the work of all partners and sub‐grantees and individuals engaged under the project.
• Plays a leading and substantive role in developing and implementing activities.
• Responsible for Quarterly and Annual reports, Annual work plans, Performance Indicators, Financial reports, regular results reporting as needed.
• Serve as principal liaison with USAID/Malawi, government stakeholders, donors, and all other relevant stakeholders and client country partners.
• A Master’s or Ph.D. in at least one of the following fields: environmental science or management, natural resource management, fisheries, conservation, natural science, or other relevant international development field with bias towards climate change adaptation.
• At least 15 years of demonstrated technical and managerial experience in climate change adaptation, conservation, fisheries, natural resource management – preferably in Sub-Saharan African.
• Technical and/or COP experience on conservation, environmental, climate change, livelihoods, or fisheries projects are strongly preferred.
• At least 8 years of demonstrated excellence in a senior level management and leadership position, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.
• Experience working to build institutional capacity of government counterparts at the national and/or local level.
• Demonstrated experience managing multi‐million dollar complex projects.
• Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
• Technical understanding of climate change adaptation
• Ability to identify, address and resolve communication issues within the project and with external project stakeholders.
• Ability to establish and maintain collaborative working relationships with USAID/Malawi, host government partners at the national and state levels, and personnel within the Project.
• Ability to respond to changing situations as well as diverse stakeholders and government partners in a flexible Manner.
• Proven track record of effective and convincing negotiation skills.
• Ability to produce exceptional quality deliverables and a strong commitment to work.
• Excellent oral and written communication skills in English are required.
