At the Mozambican Government’s request, the World Food Programme (WFP) supports the Ministry of Education through a four-year transition period towards a nationally owned, funded and managed home-grown school meals programme, integrated into the social protection framework as a key safety net for children in vulnerable households in the most food-insecure areas.
During this transition, WFP assistance covers all schools in selected districts, to achieve higher impact while maintaining operational efficiency. Children receive one school meal per day throughout the school term. WFP implementation support is linked to technical and policy support to strengthen the capacity of national and sub-national structures to manage school feeding.
The Evaluator needs to have expertise and knowledge in School Feeding plus one or more of the following disciplines:
- Food Security
- Livelihoods /Nutrition
- Social Protection
General professional experience
- Monitoring and Evaluation experience of disaster recovery programmes and in particular food security and school feeding required.
- World Food Programme (WFP) experience is desirable.
- Excellent command of English and Portuguese (to work in the field and be able to read/understand all the documentation and write the evaluation report)
- Demonstrated experience in designing methodology and data collection tools and approaches.
- Demonstrated experience in evaluating school feeding programmes.
- Conducting fieldwork, data analysis and writing reports.
Project duration: Approximately 3 months. Estimated LOE = 40 days from June to August 2014
