Position Summary

IREX seeks Chief of Party and Sr. Technical Expert candidates for expected youth development programs. The expected programs will likely focus on enhancing leadership and life skills for youth, establishing centers for youth to learn and apply new skills, access information, network and engage in community development, and building the capacity of youth organizations.
Positions are contingent on funding.

Duties & Responsibilities

IREX COPs maintain overall responsibility for meeting program objectives and are based in the country of performance. Among other duties COPs:
• Provide strategic and technical leadership, ensuring that all program objectives are met
• Serve as point of contact for donor, ensuring high quality deliverables.
• Oversee and manage implementing partner relationships
• Liaise and collaborate with national and local government officials
• Develop and maintain effective partnerships with youth organizations and public and private sector institutions
• Design and manage delivery of capacity building programs for youth-focused organizations
• Manage and mentor project staff
• Coordinate with Home Office, ensuring that organizational and USG policies are implemented faithfully
• Oversee financial management, administration, compliance, monitoring, evaluation and reporting on program activities
• Represent IREX publicly and support its organizational development
Senior Technical Expert duties include:
• Provide creative vision, technical design, and implementation oversight to youth development programs, with focus in youth leadership and civic engagement, youth livelihoods development, youth workforce development, and/or youth peace building
• Oversee and develop the creation of appropriate training curriculum for youth and youth-serving professionals.
• Support the formation of and activities for youth-serving organization coalitions and networks.
• Ensure that activities and milestones are implemented on track and that deliverables are of high quality.
• Contribute to the development of annual plans, work plans, and reports.
• Manage project staff and implementing partners.
• Maintain effective working relationships with local partners and stakeholders, including government officials.

Qualifications

• 7-10 years of progressive management experience in the international development field on USG-funded programs; experience managing large teams and complex projects.
• Substantial technical expertise in youth-focused development programming, with focus in youth leadership and civic engagement, youth livelihoods development, youth workforce development, youth peace building and/or capacity building for youth organizations and institutions
• Master’s degree in international development or other relevant field preferred (focus on youth development, community development, and/or organizational/institutional development a plus)
• Excellent interpersonal skills and the ability to lead and work on a multi-national and multi-partner team
• Ability to establish strong working relationships with local partners and stakeholders
• Professional communication skills in English required
