POSITION: Deputy Chief of Party, Programming
LOCATION: Lilongwe, Malawi
SUMMARY:
This position is contingent upon funding.
Position Summary: Pact seeks a Deputy Chief of Party (Programming) for an anticipated USAID program in Malawi to increase social, ecological, and economic resilience to climate change and improve biodiversity conservation within freshwater ecosystems through sustainable fisheries co-management. The Deputy Chief of Party must be experienced in managing and implementing fisheries, biodiversity conservation and climate change adaptation programs.
RESPONSIBILITIES/JOB DESCRIPTION:
The Deputy Chief of Party/Programming will provide a key leadership role, supporting both the technical direction of the program and overseeing programmatic operations. The DCOP/Programming will:
• Support the COP in managing and monitoring all program components.
• Provide management oversight of all local staff.
• Assist in managing office operations.
• Support the COP in overseeing the quality, cost effectiveness, and timeliness of all work.
• Collaborate with implementing partners to coordinate efforts.
• Represent the program to USAID and other constituents.
• Perform other duties as assigned.
ADDITIONAL QUALIFICATIONS:
• A Master’s degree or higher in one of the following fields: environmental science or management, natural resource management, fisheries, conservation, natural science, or other relevant international development field with bias towards climate change adaptation.
• At least 10 years of demonstrated technical expertise, with substantial developing country context experience preferably in the Sub-Saharan Africa region, in a combination of the following technical areas: climate change adaptation, conservation, fisheries, natural resource management, and livelihoods.
• At least 5 years of demonstrated excellence in a management position, preferably in an international development context, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.
• Experience supervising and leading teams and monitoring staff performance.
• Experience integrating gender into development programming is preferred.
• Strong communication and coordination skills required.
• Demonstrated experience in overseeing projects or components of projects which include climate change adaptation components.
• Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes.
• Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects.
• Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies.
• Excellent oral and written communication skills in English are required.
