Title: Social Policy and Economic Specialist
REPORTS TO: Chief Social Policy
PURPOSE OF POST:
Under the supervision of the Chief Social Policy the incumbent will support generating evidence through high quality research on issues related to children, including the emerging issues such as climate change and urbanization. Conduct analysis on national budget allocation and expenditure to support the Government to implement effectively the national development strategy which highlights social services directly related to children. Support the formulation of the National Policy and Plan of Action for Children as a tool to facilitate integrated service delivery for children Through the on-going decentralization process contribute to strengthening the capacity of local councils to formulate policies, plans and budgets for children, and to monitor child indicators and coordinate with all stakeholders at the local level.
Main Duties/Responsibilities:
  1. Design and implement research and evaluation on emerging issues related to children.
  2. Design and implement budget analysis studies.
  3. Support the process of the formulation of the national policy for Children.
  4. Support the local councils to strengthen their capacity to formulate plans and budgets for children, to monitor child indicators, and to coordinate with local stakeholders.
  5. Support the local councils to strengthen mechanisms for child participation within existing decision making processes.
  6. Support capacity development activities of the Members of Parliament on issues related to children
  7. Design and implement capacity building activities targeting local NGOs/CSOs to monitor policies, programmes and budget for children
  8. Prepare inputs for donor reports, annual reports, and any other reports required by the office.
Monitor direct cash transfers to governmental and non-governmental implementing partners
QUALIFICATIONS AND COMPETENCIES:
  1. Education: Advanced University degree in one of the following disciplines: Economics, International Development, Social or Public Policy, or other relevant social science.
Work Experience:
  1. At least 5 years of experience in social research and advocacy with expertise in quantitative and qualitative survey analysis.
  2. In depth understanding of child-specific issues, experience of providing socio-economic analysis of child policies an asset.
  3. Vast experience in public budget analysis
  4. Excellent analytical, research and report writing skills.
  5. Excellent oral communication skills.
  6. Excellent team player.
Works Arrangement*
Full Time Office based with Frequent Field travel
