Volunteer, Technical Advisor, Global Fund

The Clinton Health Access Initiative (CHAI) is looking for a Technical Advisor in a number of countries to support Ministries of Health around their HIV applications to the Global Fund in 2014. The Technical Advisor will report to the Country Director and will provide critical support to the government. S/he will be a part of a team that works in close partnership with the Ministry of Health, cooperating on a regular basis with donors, partner organizations and NGOs. The candidate must have excellent communications skills and cultural sensitivity as s/he will be working closely with MoH partners. S/he must be able to manage multiple tasks and drive multiple work plans forward. S/he must exhibit a passion for results and commitment to excellence. Please note that Volunteer roles will last approximately six months; with start dates anticipated as soon as possible.
Job locations are: Cameroon, Kenya, Malawi, Nigeria, Swaziland, Tanzania, Uganda, and Vietnam.
International Volunteers are eligible for coverage of round trip airfare, daily food allowance, housing, and emergency medical and evacuation assistance. The Clinton Health Access Initiative determines International Volunteers’ packages based on funding, cost of living within the host country and the duration of the assignment.
  • Supporting the development of Global Fund applications through high-level data analysis
  • Analyzing specific funding flows and supporting the identification of potential areas of inefficiencies, resource needs, and resource reallocation
  • Prioritize and support the Ministry of Health in developing or improving systems for thorough resource and results tracking
  • Support forecasting efforts for essential and life-saving health commodities
  • Coordinate among key partners in country to ensure application represents the interests and perspectives of different groups
  • Bachelor’s degree plus relevant professional experience in a demanding, results-oriented environment;
  • Excellent problem solving, analytical and quantitative skills, including significant experience working in Excel;
  • Strong interpersonal and communication skills, and an ability to build professional relationships;
  • Ability to learn on the job quickly and absorb/synthesize a broad range of information
  • Ability to thrive in a fast-paced and demanding environment;
  • Ability to work independently on complex projects;
  • Ability to react quickly to ad-hoc requests while managing an existing workload; and
  • Program management experience including managing teams, creating and tracking work plans, and monitoring program performance.
