Team Leader for a Demand-Side Financing Pilot for Maternal Health

Options has been contracted by the UK Department for International Development (DFID) to implement a pilot programme with the goal of improving maternal and neonatal health outcomes in Moçambique. The programme purpose is to design and implement a pilot to evaluate if demand side interventions, and complementary support to facilities, can increase the utilisation and quality of institutional deliveries in Moçambique, especially for poor women and newborns in rural areas.
Role and Responsibilities The Team Leader will provide technical leadership, management, and strategic direction for the 24 month implementation of the programme.
The contract is offered on a fixed term basis until May 2016 and the postholder will be based in Pemba, Cabo Delgado.
Specific tasks: • Provide overall leadership and strategic guidance to the programme and programme team and a pool of short-term international and local consultants covering all relevant areas of the DSF pilot • Responsible for human resource management, including recruitment and line management of team members • Oversee financial management and reporting of the programme • Co-ordinate the development of high quality deliverables and ensure timely submission • Ensure close co-ordination with the relevant national, provincial and district level health departments • Establish and maintain effective working relationships with development partners • Coordinate, and lead the preparation and submission of detailed quarterly and annual technical and financial reports, workplans and agreed milestones • Establish and manage office systems and programme processes which ensure the smooth and efficient functioning of the programme office
Required competencies: • Substantial experience in team leadership/programme management, including previous experience as a Team Leader • Excellent skills in financial management and oversight • Experience in contract management and compliance, and overseeing procurement/tender processes • Experience of managing DFID-funded and/or other donor-funded health projects • Experience of working in maternal and newborn health (MNH) and/or results based financing • Ability to lead, manage and motivate teams • Proven ability to represent organisation and programme at highest levels • Excellent communication skills, both written and verbal • Fluency in Portuguese and English • Entrepreneurial self-starter able to work independently and in teams • Experience of working in maternal and newborn health (MNH) and/or results based financing (desirable)
