MANDATE OF THE DEPARTMENT: UNAIDS provides leadership and coordinates support for an expanded and integrated UN system response to AIDS at country, regional and global levels. It promotes the production and use of strategic information on the HIV epidemic, including information on epidemiologic status, economic and demographic impact; costing of interventions, prevention and care gaps and strategies; the scale-up and implementation of monitoring and evaluation efforts and direct support to enable countries and regions to implement the findings. In addition to expanding the evidence base for the AIDS response, the Programme Branch focuses on key aspects of the response, including regional and country collaboration for increasing the cost effectiveness and efficiency of country programmes, eliminating infections in children, creating sustainable and affordable treatment and care activities and achieving the other 2015 targets endorsed at the High Level Meeting in 2011. The Office of the Deputy Executive Director, Programme Branch, reflects the vision of UNAIDS and works to consolidate and leverage key technical departments and divisions that provide support to regional and country offices. The Branch works to promote a comprehensive and integrated, evidence informed and adequately resourced response to the HIV epidemic by providing strategic information and policy guidance driven by countries' needs, monitoring programmatic coverage and behavioural trends, building country capacity, and evaluating the effectiveness of the response at the country, regional and global levels. The mission of the Office of Special Initiatives is to conceptualize, lead and carryout special initiatives focused on achieving specific targets towards the end of the AIDS epidemic. | |
Main tasks and Responsibilities of the Position: Under the direct supervision of the Chief, Office of Special Initiatives, the Programme Officer, Special Initiatives is assigned the following responsibilities: - Establishing leadership groups (strategic and technical) to support the implementation of Treatment 2015; - Convening the work of the UNAIDS informal treatment community; - Coordinating the development of innovative service delivery models in priority countries (through strategic collaboration) ; - Establishing and supporting a multi-agency implementation platform (e.g. IAPAC, ASLM, IFRC, ANRS, the Global Fund, PEPFAR); - Developing regional / country treatment plans; - Collaborating with Civil Society partners to document treatment case studies that demonstrate speed, focus and innovation. Project tasks also include: - Producing and managing project plans and budgets; - Carrying out research and analysis; - Drafting briefings and developing key project documents; - Supporting the business of Treatment 2015 leadership groups and the UNAIDS Treatment Community; - Playing a key role on logistical arrangements for meetings; - Performing other related responsibilities as assigned. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in political sciences, social science or management or a relevant combination of academic preparation and experience in similar positions. Desirable: Training in public health and/or development and communication related issues. | |

Experience: At least 3 years of experience in international organizations, coordinating and managing projects in an international context with familiarity with key political and programmatic issues related to HIV, knowledge of related global health and development issues. Sound understanding of the operations and mandates of the UNAIDS Secretariat, its cosponsors and key partners, including the Global Fund to Fight AIDS, TB and Malaria. Experience in results based management and communications. | |
Languages: Excellent knowledge of English and good knowledge of French. Knowledge of another UN official language an asset. | |
Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station. Annual salary: (Net of tax) US$ 56,198 at single rate US$ 60,205 with primary dependants | Post Adjustment: 103.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
