Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to make life saving commodities more affordable and available in developing countries by mobilizing new resources and optimizing the impact of these resources to save lives, via improved organization of commodity markets and more effective local management.
Background on Supply Chain Management Initiative
CHAI is building on its successful work in HIV and malaria treatment to support the development and execution of ambitious new efforts to strengthen and streamline the supply chain both to and in developing countries for thirteen high quality and essential maternal and neonatal health products in a sustainable manner in order to increase levels of accessibility. In parallel, CHAI is leading efforts to develop mechanisms to deploy new information and communication technologies effectively in order to streamline supply chains and/or increase demand for products.
CHAI Malawi is recruiting an mHealth Program Officer as part of its Supply Chain team. Reporting to the Supply Chain Program Manager, the Program Officer will work on the implementation of decision tree mobile technology to support scale-up of the thirteen essential MNCH commodities. The Program Officer will be able to display a very high degree of credibility, borne out by proven mHealth experience at an operational and technical level. The Program Officer will have a practical understanding of the technical and operational challenges with the roll-out of a new technology and be able to devise and implement strategies and tactics that are innovative and go far beyond the established status quo. The Clinical Program Officer will spend ~50% of his/her time travelling domestically, primarily to regions with limited facilities.

Responsibilities:
- Support the Ministry of Health in the management of the development and implementation of the decision tree software solution;
- In collaboration with the clinical program officer, MOH and global CHAI team, establish the business and technical requirements of the decision tree solution;
- Collaborate with MOH to define processes for using the tool, including roles and responsibilities for use, supervision and monitoring
- Manage the relationship with the contracted vendor and ensure that development is progressing to meet deadlines;
- Provide strategic input into beta versions of the tool;
- Negotiate with mobile companies for preferential rates for the pilot and the full roll-out;
- Support the development of training materials and conduct training of users and supervisors;
- Plan, coordinate and monitor the implementation of the pilot and provide feedback to vendor to improve usability of the software;
- Plan and coordinate the full launch of the new technology;
- Provide technical input into improvements of the Logistics Information Management system;
- Interact with country and global CHAI teams, particularly mHealth experts as needed to advance the work
- Provide support to other existing CHAI mHealth initiatives
- Other responsibilities, as needed
Qualifications:
- Bachelors degree in Business Information Systems, Information Technology or Computer Science;
- Minimum 2 years IT-related work experience, preferred if some mHealth experience
- Program management, and monitoring and evaluation experience would be valuable
- Demonstrated success in coordinating partners and developing relationships in order to drive a multi-stakeholder process
- Experience in developing training materials and facilitating trainings
- Entrepreneurial mindset and strong self-motivation
- Ability to execute tasks amidst substantial ambiguity and changing circumstances
- Exceptional time-management skills and the ability to manage multiple tasks in parallel under tight deadlines
- Ability to function independently and flexibly
- Strong desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment
