About the Young Professional Program:
The UN Young Professionals Program aims at: (i) providing young University graduates an opportunity to start a development career through 'on the job' professional development that is based on learning and acquiring invaluable experience from UN Agency programs, policies and operations; (ii) allowing the UN Agencies to strengthen their own human resource capacity; and (iii) providing another form of development aid to the Government of Malawi through the United Nations System, especially targeted at benefiting ministries, departments, non-governmental organizations and private sector institutions that are implementing UN funded programs and projects.The selected candidates receive an attractive 'all inclusive package' to cover living and travel costs
Background to the Position
Under the guidance and direct supervision of the Assistant Resident Representative - Capacity Development, the Young Professional Programme Analyst is primarily responsible for providing support in the management of the UN Joint Project on Strengthening Institutional Capacity for Development Effectiveness and Accountability. In addition, the Programme Analyst (PA) analyzes strategic priorities and issues in the areas affecting the effective achievement of development outcomes; facilitates programming to ensure availability of capacities for policy analysis, strategic planning, aid management and coordination; monitoring and evaluation; utilization and accountability of resources in the public sector; and participates in partnership building as a means for mobilizing resources from other partners and support ing implementation of activities around UN supported development outcomes as well as for ensuring sustainability of interventions. Within the UN ‘Delivering As One', the PA advocates, and promotes awareness and understanding of the One UN mission and purpose focusing on the importance of developing capacities for effective achievement of development results and bringing about transformative change. The PA contributes to the implementation of the United Nations Development Assistance Framework (UNDAF) Action Plan (2012-2016), the UNDP Country Programme and annual Work Plans for UNDP supported projects in her/his portfolio. She/he participates in the regular UNDP Country Programme and project monitoring, evaluation and reporting exercises and ensures that corrective measures are taken as a follow up to monitoring and evaluation outcomes. In addition, she/he shares knowledge from experiences on project management with other UNDP offices and development partners.
Duties and Responsibilities
Policy reviews and formulation
  • Participates in annual reviews of MGDS
  • Ensures the participation of sector working groups in the collection, analysis of data and reporting;
  • Ensures that appropriate tools are available for the reviews
  • Ensures that appropriate actions are taken to implement the recommendations of the reviews
Project management
  • Ensures that institutional capacities are adequate for receiving, utilizing and reporting on project resources;
  • Supports the implementation of project activities by participating in annual work planning and budget exercises, providing funds and monitoring their use and reporting.
  • Facilitates procurement of goods and services for the project as may be required.
  • Ensures effective monitoring and evaluation of project activities through field visits, spot checks and review of project financial and technical reports.
Partnership building and Resource Mobilization
  • Establishes strategic partnerships (with governments, donors, NGOs and private sector) to help achieve the objectives of the Strengthening of Institutional Capacity for Development Effectiveness and Accountability in the public sector.
  • Identifies development effectiveness global networks and linking of implementing partners including CSOs and development partners to these networks.
  • Develops and implements resource mobilization strategies for capacity development.
Capacity Development for Development Effectiveness
  • Develops strategies and tools for managers and planners to strengthen, deepen and broaden their understanding of Results-Based Management practices; aid management and coordination and accountability
  • Documents lessons learnt and best practices, compilation and presentation of policy briefs/papers for development effectiveness.
Knowledge Management and networking
  • Ensures effective management of information/data systems and knowledge networks in areas of aid management, strategic planning monitoring and evaluation
  • Identifies , analyses , documents and promotes lessons learnt and best practices at country and regional levels;
  • Identifies and ensures linkages with regional and international organizations/networks engaged in capacity development for development effectiveness.
  • Represents UNDP at relevant fora and meetings.
  • Contributes to UNDP knowledge networks
Competencies
  • Ability to advise on problems with full technical competency leading to fact-based and practical recommendations and creative solutions;
  • Ability to produce high-quality outputs in a timely manner while understanding and anticipating the evolving client needs;
  • Ability to focus on impact and results for the client, promoting and living by an ethic of client service.
  • Computer Skills & knowledge, in particular Excel, Micro-soft word and any other statistical package.
  • Effective communication skills
  • Ability to work in a team
Required Skills and Experience
  • Applicants must be 32 years of age or less
  • At least a master's degree in Economics, Development Studies, Business Administration or in any related social sciences
  • Familiarity with project cycle management;
  • Strong affection with development management; aid management, monitoring and evaluation.
  • Familiarity with and interest in gender issues in relation to development processes
  • Ability to work as a team member, listen, pay attention to details, and meet deadlines;
  • Outstanding communication skills, verbal and written, in English
