Deputy Project Director and HIV Technical Advisor

Reporting to the Project Director, the Deputy Project Director/HIV Technical Advisor will take responsibility for technical management, timeliness and quality of project implementation.
S/he will be directly responsible for managing the field operations. S/he will be responsible for key documentation required by the donor. These will include, but not be limited to, continuation applications, annual progress reports, annual work plans, regular updates and other documentation needed or required to demonstrate program progress. Contribute significantly to the management of all district activities including those implemented by subcontractors and subgrantees; supervision of the MSH Mentorship Coordinators, technical oversight of the Clinical HIV Mentorship Coordinators for the following components of the project: Prevention of Mother-To-Child Transmission (PMTCT), HIV Counseling & Testing (HTC), HIV Adult and Pediatric Treatment (ART), Health System Strengthening (HSS), and HIV Prevention with focus on most at risk populations. Facilitate all technical work and ensure that the different components operate in an integrated fashion. In collaboration with the Project Director coordinate the technical assistance support from the USG to the MOH to meet the needs of the HIV and AIDS program; provide technical leadership on program content and approach in those program elements which are aligned with his or her particular technical expertise, and play a leading role in the participation in Technical Working Groups. Develop strategies and annual work plans to achieve project goals and specific program targets, and document program progress through annual reports and other mechanisms as required. Coordinate the documentation of project initiatives and results, and analyze experiences in required monthly, quarterly and annual reports, journal articles and professional conferences. Ensure integration of the project technical strategies in alignment with the National HIV/AIDS strategy, President Emergency Plan for AIDS Relief (PEPFAR) and the GoM –USG Strategic Framework. Ensure overall responsibility for the implementation and quality of interventions for achieving the project technical goals.
A Master's degree in public health or equivalent with experience and a medical training (MD, Clinical Officer or Registered Nurse). At least 5 years’ experience in managing the implementation of HIV and AIDS health services delivery as project/program manager in developing country settings is desirable. Extensive knowledge of District Health Systems in Malawi or other developing country settings. Experience in implementing of quality improvement approaches is desirable. Significant experience with CDC funded HIV/health projects and PEPFAR reporting requirements is highly desirable. Demonstrated computer skills in MS Suite applications including Word, Excel and Power Point. Strong interpersonal skills.
