Food and Income Technical Coordinator

The Food and Income (F&I) Technical Coordinator (TC) is responsible for the technical quality of the component in the Development Food Assistance Program that is focused on increasing food production and incomes for targeted food insecure households. He or she will provide strategic oversight, technical guidance and problem solving on the implementation of activities within the component. It will be critical in this component to be able to obtain and test ideas and approaches from around the world for achieving sustained and replicable impact on food production and income, and the F&I TC is the key position for ensuring that these ideas enter the DFAP. The position is based in the program management unit, and the F&I TC will supervise an Agriculture and Natural Resource Management Technical Specialist, a Value Chain Development Technical Specialist and a Capital Mobilization Technical Specialist who are also based in the management unit as well as Food & Income Technical Officers based in each of the regions in which the program will be working. The F&I TC will facilitate the identification of short-term technical assistance from consortium partners, organize a Food and Income Technical Working Group with representation from consortium partners, technical partners and other collaborating or complementary organizations, and implement knowledge management functions for SO2.
Specific duties and responsibilities:
  • Providing overall strategic oversight for the Food and Income component of the program, bringing in new knowledge and using information from the program's M&E systems to expand program impact or enhance efficiency in the use of program resources.
  • Overseeing the development of tools and approaches for the Food and Income component of the program consistent with the program strategy described in the project document, which includes value chain development, participant group capacity building, participant-driven innovation, savings mobilization and alternative income-generation.
  • Organizing, supervising and monitoring staff training programs for technical and front-line staff
  • Identifying short-term technical assistance (TA) needs, developing scopes of work and coordinating recruitment of TA providers.
  • Organizing regular meetings of a Technical Working Group for Food and Income composed of technical representatives from consortium partners and others.
  • Developing and implementing systems within the Food and Income component for capturing information on good practices and lessons learned.
  • Assembling and verifying information from the program's M&E systems for reporting.
  • Identifying and solving technical problems identified
  • Conducting periodic monitoring visits to observe field activities
  • Solving technical problems in the Food and Income Component identified by the program's monitoring systems.
  • Participating on the program's Senior Management Team
Minimum qualifications:
  • M.S. in agriculture or natural resource management
  • 10 years recent experience working in agriculture or natural resource development roles
  • 2-5 years experience in Madagascar
  • Fluency in French
  • Proven writing and communication skills in English
