Global objective The global objective of the assignment is to contribute to the implementation of cooperation activities with real impact towards inclusive and sustainable development and better self reliance of Malawi.
Specific objective(s)
The specific objectives of the evaluation are to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:
- An overall independent ex-post evaluation of the performance of IGPWP, paying particular attention to the results of the project against its objectives, outcomes and impact.
- Assessment of the sustainability of the approaches in terms of skills retained in the communities and District councils, physical results remaining (e.g. roads, bridges, forestry, road maintenance and irrigation clubs) and continued effect on the quality of life of the beneficiaries.
- Key lessons and recommendations in order to improve RIDP and inform ongoing development of an exit strategy for RIDP and possible activities during the 11th EDF.

1 Expert Category I: Socio-Economist/Rural Development Expert (team leader)
Qualification and skills
- Master degree relevant to the assignment (Socio-Economics or Rural development engineering, rural development, social sciences, economy or equivalent) or bachelor degree with 5 years relevant experience in addition to the general professional experience.
- Good personal and communication skills.
- Excellent report writing skills.
- Good understanding of poverty alleviation and development strategies particularly in Malawi and/or Southern Africa context.
General professional experience
- Minimum of 12 years experience in rural infrastructures including irrigation and drainage.
Specific professional experience
- Minimum of 5 years of diversified experiences in multi-component rural infrastructures projects, including experience with rural road rehabilitation, small-scale irrigation and community forestry, preferably in developing countries.
- Minimum 3 years experience in rural development projects, including ccommunity approaches for developing sustainable livelihoods and poverty reduction, preferably in developing countries.
- Minimum of 2 relevant experiences in evaluation of multi-component and/or participatory rural development projects, preferably in Southern Africa.
- Preferably one relevant experience with EDF procedures and management of EDF projects.
The Team Leader will have the overall responsibility of quality control, compiling the report and maintaining the link with the NAO and EU Delegation.
1 Expert Category II: Rural infrastructure expert
Qualification and skills
- Master degree relevant to the assignment (rural infrastructure engineering or equivalent) or bachelor degree with 5 years relevant experience in addition to the general professional experience.
- Good personal and communication skills.
- Conversant with the principles and working methods of project cycle management and EU aid delivery methods.
General professional experience
- Minimum of 6 years experience in rural infrastructures including irrigation and drainage.
Specific professional experience
- Minimum of 4 years experience in labour intensive rural road rehabilitation and maintenance approaches, preferably in developing countries.
- Minimum of 2 years experience with the implementation of small-scale irrigation and community forestry projects, preferably in developing countries.
- At least one experience in planning, implementation, contract management, and monitoring and evaluation of rural infrastructure projects/components in Sub-Saharan Africa, including Southern Africa.
- Preferably one experience with the concept and implementation of EDF – funded rural road projects.
4. LOCATION AND DURATION
Provisional start of the assignment: July 2014
Maximum duration of the assignment: 90 calendar days.
Each expert will mobilise once to Malawi. The period in Malawi for both experts is estimated to be 24 working days. They are expected to start and end their assignment in Lilongwe. The core time of the evaluation will be spent visiting various districts to evaluate works and interview stakeholders. Internal travel is therefore to be planned adequately in order for each expert to perform the required assessment in the district visited. In Malawi, work on Saturdays is permitted (usually used for travel and report writing).
