****Exact Job Location****: Maputo with significant travel to Manica and Zambezia provinces where Concern’s programmes and staff are based.

****Liaises With****: Programme Managers and field staff, Programme Quality Manager and Partners, Sector coordinators, ACDS and systems staff, Country Finance Controller, technical advisors in Dublin
****Job Purpose:****
The main purpose of the role is to support the country team develop top quality donor proposals, donor and general reports, additional required documentation, and support the team build effective M+E systems, competencies and practices to ensure that programming impact evidence and learning is captured, its utility is fully understood by all team members and used to improve programme interventions.
****Main Duties & Responsibilities:**** Programme Development, Reporting and Documentation
  • Support the ACD-Programmes and all programme coordinators/managers in developing regular quality project/programme reports which meet the requirements of Concern, the Government of Mozambique and donors. Assist the ACD-Programmes and Country Director through compiling monthly updates and annual report. Liaise with programme staff to ensure timely submission of contributions. Support with report writing as required. Prepare and update the donor database, report tracking system for all projects, and communicate with relevant staff members for timely actions
  • Take minutes of internal meetings and workshops, and ensure a filing system of programme documents in all programme offices - both hard copies of files/folders and soft copies on shared drives
  • Take part in the proposal development process and ensure that the project documents meet the requirements of both donors and Concern Worldwide
  • Draw up the monthly and annual reporting schedule in cooperation with programme managers and the country accountant, liaise with Dublin and in-country donors to confirm dates and donor requirements and circulate the agreed schedule to all relevant staff
Capacity Building of Staff
  • Provide training and coaching for programme staff in the collection, collation and analysis of key data which reflects programme commitments, with emphasis on impact indicators and Concern’s strategic objectives
  • Strengthen and support the programme capacity to effectively monitor activities and progress towards objectives in line with organisational policy, guides and good practice
  • Provide training for project staff on report writing techniques, recording and data management
  • Provide technical support on donor reporting formats and reporting requirements
Improve organisational monitoring and learning
  • Support senior management in developing and implementing a strategy for capturing and institutionalizing key learnings in Concern Mozambique
  • Participate in and contribute to quarterly programme coordination meetings and planning sessions
  • Ensure all the relevant documents are uploaded and updated on the shared network
  • Establish and manage library resource
  • On a daily basis, monitor key websites for general information related to Mozambique in general or to our programmes, and send key pieces of information to relevant staff
  • Document and update Concern’s work and experience in Mozambique
  • Review and revise documentation procedures and ensure they are understood by all
  • Take part in conducting research for new programme proposals and surveys for on-going interventions
  • Take part in conducting testimonies, case studies and research that are particularly focusing on documenting programme impacts and learning; and ensure their publication and dissemination in a suitable format to appropriate audiences as relevant
Improve the profile of Concern to donors and other external stakeholders
  • Assist programme management to prepare evidences suitable for use by the marketing and communications department and for the website use
  • Update (and creation) of communication materials for local and international stakeholders
  • Facilitate documentation of project related photos and videos in a way that shows changes as a result of the projects’ interventions
  • Support and contribute to global knowledge sharing initiatives led by Concern Worldwide, ensuring Concern Mozambique’s perspective and experience are represented
Other Responsibilities and duties
  • Participate in other coordination and staff meetings, as appropriate
  • Contribute to partner joint monitoring visits, as appropriate
  • Support and guide relevant interns who accept internships in Concern Mozambique
  • Ensure assistance and support requests are responded to in a timely manner
  • At request of senior management, liaise with other INGOs, Government Ministries, UN Agencies, EU and donors and be informed about opportunities and developments within the relevant sectors
  • Any other duties assigned by the line manager
Essential:
  • Educated to Degree Level in a suitable discipline, such as development studies; anthropology, rural economics
  • Fluent English written and spoken.
  • Fluent Portuguese written and spoken.
  • Overseas experience in a developing country
  • Experience in similar or a related position in an NGO environment
  • Experience of proposal and report writing; previous grant management a plus
  • Has experience of producing marketing materials/graphics etc.
  • Experience of writing donor reports, developing communication materials including case studies
  • Experience in developing logframes and result based frameworks and ability to guide other team members in their development
  • Capacity building experience, training/coaching staff in particular in documentation, reporting and development of other programme documents
  • Experience working with local partners
  • Strong facilitation, interpersonal, motivational, communication and coordination skills experience and ability in training and coaching staff
  • Understanding of areas related to organisational learning in an NGO environment
  • Strong skills in presentation, creating simple documents to convey programme information in a brief, accessible form
  • Skills in pulling together key learnings and sharing effectively with others
  • High degree of computer skills in MS Office and Graphics
Desirable:
  • Experience in participatory field research
  • Understanding of Rights Based Approach, advocacy, partnership, gender based violence, social protection, Risk Reduction, etc.
  • Work experience in Mozambique; knowledge and understanding of the dynamics of Mozambique and regional context
Special Skills, Aptitude or Personality Requirements:
  • Empathy with organisational Vision, Mission, Goals and Objectives; commitment to humanitarian principles and actions
  • Excellent skills in representation and communication and the ability to communicate effectively with a wide range of audiences
