Chemonics seeks a monitoring, evaluation, and learning specialist for the five-year Protecting Ecosystems and Restoring Forests in Malawi project. The purpose of this project is to help Malawian institutions and communities manage forest and soil resources more efficiently, equitably and sustainably. Projects will address deforestation, forest degradation, and loss of biodiversity through integrated delivery of technical expertise, capacity building, and alternative livelihoods. Responsibilities include:
- Oversee a monitoring, evaluation and learning system, as well as relevant data collection and processing methodologies, with regard to ensuring data quality
- Develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators and share findings with the management team
- Oversee the effective collection, analysis and interpretation of data to reflect project performance indicators in collaboration with partners and other staff members
- Build capacity of local communities, partners and staff on the logical framework, data analysis and results-oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance
- Assist in the compilation of high quality program and project reports of international standards for timely circulation to donors, government, staff, partners and other key stakeholders
- Engage with local, regional and international networks, donor organizations and other institutions to share ideas and experiences on appropriate development practices and approaches
Qualifications:
- Master's degree in applied natural sciences such as forestry, ecology, natural resources, or similar field, with a very strong emphasis on GIS or remote sensing technology required
- Strong capacity for spatial analysis including land-cover mapping and the use of geographic information systems
- Experience in measuring GHG/CO2 emissions in a similar context preferred
- Experience with monitoring, evaluation, and learning for reducing emissions from deforestation and forest degradation (REDD) specifically, including carbon inventories and measurement, reporting and verification (MRV)
- Experience in donor funded multi-partner project management for natural resource projects
- In-depth knowledge of carbon market standards (project level and jurisdictional level), guidelines and protocols
- Experience with spatial web application development using MapServer, ArcGIS Flex API, Google Maps API
- Ability to train, motivate, and manage field crews with different degrees of experience and education
- Ability to work independently and self-manage deadlines and deliverables
- Minimum of five years experience in this capacity in Africa, preferably Malawi
- Exceptional verbal/written communication skills, especially working across cultures
- Demonstrated leadership, versatility, and integrity
- English fluency required
