The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. International IDEA acts as a catalyst for democracy building by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building.
International IDEA’s notable areas of expertise are: electoral processes, political parties, constitution-building processes, democracy and gender and democracy assessments. International IDEA works worldwide. It is based in Stockholm, Sweden, and has offices in Brussels, New York, Latin America, Africa and Asia.
The main functions of the post are:
- To support implementation of the Electoral Risk Management (ERM) Tool in Nigeria and other African countries in collaboration with the African Union (AU) and national partners;
- To provide programmatic support to other election and conflict-related activities;
- To provide programmatic support to the Electoral Processes Unit as a whole.
Context
International IDEA has developed an Electoral Risk Management Tool designed to empower those who have either the mandate or interest to ensure that elections are peaceful and credible. International IDEA and the African Union are implementing a joint project through which the ERM Tool is promoted as capacity building instrument among African Electoral Management Bodies (EMBs). In this respect, International IDEA and the AU have signed a MoU with the Independent National Electoral Commission (INEC) of Nigeria. Accordingly, International IDEA will provide technical and advisory support to the INEC. International IDEA and the AU are exploring other African contexts where partnerships with EMBs can be built in this respect.
Duties and Responsibilities:
Under the immediate supervision of the Senior Programme Manager, Electoral Processes the incumbent performs the following duties:
- Advise and support national stakeholders in implementing the ERM Tool;
- Prepare project-related documents;
- Prepare and conduct meetings and workshops;
- Prepare and conduct training events;
- Provide advisory support to users of the ERM Tool;
- Attend to funding and budget issues;
- Monitor and evaluate project activities in Nigeria and other African countries;
- Prepare and present project-related progress reports;
- Test the ERM Tool’s usability and performance;
- Support International IDEA regional staff in elections and conflict-related work;
- Draft, edit and reconcile textual materials;
- Collaborate with International IDEA crosscutting (Democracy Conflict and Security, Democracy and Diversity, and Democracy and Gender) Advisors ensuring that gender, conflict and security and diversity perspectives are included in all aspects of work performed; and
- Perform such other tasks as assigned by the Senior Programme Manager or any other person designated by her/him.
Qualifications and skills
2.1 Level and type of formal education:
University degree and preferably a postgraduate qualification in Political Science, Development Studies, Law or other relevant discipline.
2.2 Professional experience:
- Minimum five (5) years of relevant professional experience in an international organization, a non-governmental organization, academic or state institution related to electoral processes;
- Experience with projects relating to elections, conflict prevention, and peacebuilding;
- Experience with project implementation in Africa;
- Experience in conveying knowledge through training;
- Experience in working with GIS software applications is considered an asset.
2.3 Functional competencies:
- Excellent knowledge of elections, conflict prevention, and peacebuilding concepts;
- High analytical capacity;
- Very good knowledge of qualitative and quantitative analytical tools and methodologies;
- Ability to draft project proposals, concept notes, budgets, and reports;
- Ability to work both independently, with minimum supervision, and in teams;
- Excellent oral communication, drafting and public presentation skills;
- Conflict sensitivity in work.
2.4 Language skills:
- English: Fluent written and oral;
- Other: Any other widely spoken language in an International IDEA priority region would also be an asset.
2.5 Computer skills:
Knowledge of Microsoft Office, databases, internet and web search tools. Familiarity with GIS software will be considered an asset.
Terms of contract:
- This appointment is tied to a specific project which will end 31 May 2015;
- This post is open only to those individuals who have legal authorisation to live and work in Sweden.
