Field of activity
In Mozambique production and exports of mineral and energy resources have increased significantly in recent years. Growing investments in the extractive sector challenge the government to control these processes according to good governance principles. The Ministry of Mineral Resources is faced with the task of reinforcing its planning and controlling capacities to capitalise on the extractive sector as an engine for sustainable development. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in cooperation with the Department of Foreign Affairs and Trade Australia (DFAT), will support the Ministry of Mineral Resources in updating and implementing its human resources strategy for the extractive sector.
The 'Improving Natural Resources Governance' programme aims to enhance the planning and controlling capacity of the government of Mozambique to better utilise the country's mineral resources for development. The programme works in four different areas: (i) Improvement of the government's technical-professional and political-strategic management, especially in the Ministry of Mineral Resources; (ii) Ministry of Mineral Resources and local governance: Improvement of the social and economic impact of mineral resource extraction; (iii) Increasing transparency and accountability through support of the Extractive Industries Transparency Initiative (EITI); (iv) Strengthening the government in public-private dialogue with mining companies. The activities are focused on the Ministry of Mineral Resources in Maputo.
Your tasks
As advisor for human resources development you will be based in the human resources department in the Ministry of Mineral Resources in Maputo. You will report to the head of the GIZ programme and DFAT. Your main task will be to support and advise the partner in developing and implementing a human resources strategy for the extractive sector in Mozambique.
Your tasks will include:- reviewing current training and staff development policy and practices within the Ministry of Mineral Resources- reviewing and analysing available training facilities and programmes in Mozambique - analysing skills missing in the Ministry of Mineral Resources, its departments and agencies- management functional reviews- developing scenarios for training and a staff development plan including possible evolution of training and capacity building within the Ministry of Mineral Resources- support in implementing a human resources management system.
Your profile
You are a human resource specialist with at least a post-secondary university degree in a relevant field and at least five years' general work experience. You need to demonstrate a proven track record in the field of human resource management (experience in the public sector is highly desirable), developing staff training/development plans and institutional capacity development. High-level consultancy experience advising governments in these areas would be beneficial. Work experience in sub-Saharan Africa is desirable; practical experience in developing civil service training programmes in developing countries is an additional advantage.
You must have excellent Portuguese communication skills. Knowledge of English and proficiency in negotiation processes is desirable.
Assignment period
Starting as soon as possible until 31 May 2016

The security situation in Maputo is very stable and the climate is pleasant. Medical coverage is sufficient, and there are several international schools in the city. The position requires infrequent travel to selected provinces of the country.
