iCCM Project Manager

The iCCM Project Manager will lead Save the Children’s WHO- funded Rapid Access Expansion Program (RAcE) project in Zambezia, Nampula, and Manica. Responsibilities include directly managing one staff person, indirectly managing Provincial Project Managers in each of the 3 provinces, managing the performance of subgrantee, Malaria Consortium, in Inhambane Province, and overall responsibility for project management and implementation of the projects. He/she will work under the supervision of the Health & Nutrition Team Lead and in close coordination and collaboration with Ministry of Health authorities and staff at national, provincial and district levels.
He/she will also provide technical assistance, as requested, to Save the Children country office and Ministry of Health and contribute to strengthening their capacity in the Integrated Community Case Management of pneumonia, malaria and diarrhea and the management of the APE (Agente Polivalente Elementar) program in general. General Program Direction, staff management, representation:
  1. Provide overall leadership and direction to the RAcE project (the iCCM program)
  2. Act as a technical advisor relating to the iCCM program, incorporate lessons learned from previous and ongoing iCCM activities
  3. Be the main point of contact between the MOH and Save the Children on iCCM-related matters, including participation on all MOH Community Health Worker (APE) /iCCM working groups
  4. Be the main point of contact with member SC Canada and the donor, WHO
  5. Develop detailed implementation plans and annual and quarterly work plans in collaboration with Provincial Project Managers, Malaria Consortium, and relevant MOH staff; ensure their timely approval by WHO
  6. Participate in recruitment/selection of provincial managers and other project staff
  7. Oversee and support the Provincial Project Managers for timely and efficient implementation of all project activities as outlined in the detailed implementation plan
  8. Conduct regular supervisory visits to the provinces to provide on-site technical assistance to the Provincial Project Managers to ensure program quality; periodically conduct joint supervision visits with Maputo-based WHO and MoH staff
  9. Help organize and coordinate visits from WHO Geneva and others related to the project
  10. Establish a project supervisory system for the RAcE project together with Malaria Consortium and ensure its effective implementation
  11. Support the procurement officer and ensure timely procurement and distribution of project supplies
  12. Maintain regular communications with WHO, the Ministry of Health, Malaria Consortium, and provincial level authorities and organizations, as required, to ensure smooth and coordinated implementation
  13. Coordinate with local and international partners and build and maintain good working relationships with all stakeholders
  14. Represent SC to UN, NGOs, and Ministry of Health and local communities
  15. Participate in national, regional, and international conferences and present experience on behalf of SC
  16. Review and advise on related new project proposals, as requested
Management of sub-grantee, consultants and others:
  1. Negotiate the terms and conditions for sub granting NGO, Malaria Consortium
  2. Routinely monitor Malaria Consortium’s work, ensuring they are delivering according to the project agreement
  3. Review Malaria Consortium’s quarterly reports prior to their incorporation into main report and submission to the donor
  4. Recruit and develop terms of reference to contract consultants and other organizations that provide specialized assistance for the project; develop monitoring tools and provide monitoring support to ensure they deliver on time and on budget
Materials Development:
  1. Develop all working documents for the project as per the donor requirement, including the proposal, budget, Performance Monitoring Framework, and any other documents as required; ensure MoH approval of key working documents
  2. Through the MOH M&E working group, develop materials for the APE program nationally, including developing monitoring and evaluation forms and other working documents
  3. Develop / modify training materials, job aids and supervisory tools
Monitoring & Evaluation, Studies:
  1. Lead implementation of the RAcE project’s M&E plan in collaboration with ICF
  2. Work with WHO, ICF and the MOH to ensure the implementation of the project’s Monitoring and Evaluation system
  3. Analyze and compile routine project monitoring data
  4. Assist in the development of end line survey instruments, including a protocol and questionnaire for submission to the Ministry of Health’s IRB
  5. Organize all the logistics and hiring for implementing the end line survey; monitor data quality
  6. Review draft end line reports; assist in the finalization of the reports
  7. Lead the implementation of the Quality of Care survey and Health Facilities Assessment with technical support from the Senior M&E Specialist at Save the Children US
Reporting:
  1. Report quarterly and annually in the format required by the donor
  2. Write and submit other reports as required for Save the Children, donors, the Ministry of Health, and other partners
  3. Assist in the review and finalization of all project-related study reports
Financial and Grant Management, Budget Compliance and Property Management:
  1. Develop and manage the project budget; assist the provincial RAcE staff with budget management as needed; ensure all program activities remain in compliance with both agency and donor regulations
  2. With Grants Manager, regularly review the financial performance of the project, including the sub granting organization, Malaria Consortium
  3. Negotiate fees for consultants and organizations that are contracted under the project
  4. Oversee procurement procedures for all local procurements and ensure compliance with related donor regulations
  5. Ensure that appropriate inventory procedures and record is maintained for agency assets
  6. Establish logistical support procedures
During Emergency:
  1. Promote child rights, contributing to their wellbeing and protection during emergency, guided by code of conduct of humanitarian principles.
  2. During emergencies should facilitate the process of response to emergencies, giving priorities to all ones responsibilities in the area of finance, logistic, program and services.
  3. Be ready to support Save the Children interventions to respond to emergencies and be able to travel to any part of the Country if necessary.
Other duties assigned by the supervisor.
Child Protection: To carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children in accordance with the Child Protection Policy. The Child Protection Policy and Code of Conduct are key documents that govern staff behavior both in work and outside. All staff are required to know and implement these policies. QUALIFICATIONS AND EXPERIENCE • A qualified health professional with minimum 5 years of solid background in health systems strengthening and community outreach in developing countries • Graduate degree in Public Health or a related field • Demonstrated experience in public health program management in the context of development, including the management of budgets and personnel with an international non-governmental organization • Knowledge of current global and regional iCCM policies and programmatic issues • Experience working in health projects implemented in partnership with MOH in Mozambique • Demonstrated experience in personnel management (recruitment, training, mentoring, evaluating) • Knowledge of IMCI protocols and experience in IMCI trainings • Excellent interpersonal skills • Strong ability to support and build the capacity of national team • Excellent communication skills, oral and written, and the ability to lead, train and motivate a team • Fluency in English and Portuguese • Report writing and presentation skills in English and Portuguese; ability to produce high quality project-related documents • Strong analytical and conceptual skills and the ability to think and plan strategically • Experience of and commitment to participatory and consultative management practices • Experience of and commitment to capacity building of staff • Experience of working collaboratively with government and intimate knowledge of how MISAU functions at national, provincial and district levels
ABILITIES • Proven skills in advocacy and influencing at provincial and national levels • Understanding of social relations and commitment to integrate gender, diversity and other power related issues into program activities • IT skills, good knowledge of computers (Word, Excel, Power point). • Commitment to and understanding of Save the Children’s aims, values and principles • Ability to be self sufficient and resourceful • Ability to take initiatives, independence thinking, flexibility, attention to detail • Must be a team player and able to meet established deadlines with ease.
