USAID/Mozambique is seeking applications for a Lead Development Assistance Specialist (Site Monitoring/M&E) in the Integrated Health Office (IHO).

Work Hours:             Full-Time; 40 hours per week
Direct Supervisor:     The incumbent will work under the very general supervision of the IHO Chief Operations Specialist
Basic Function of Position: The Specialist will plan, initiate, conduct, evaluate, and coordinate health and HIV monitoring and evaluation activities, based on need and will make assignments as determined necessary.  The Specialist will apply, and lead others in applying, evaluation research to the monitoring of program/project/activity implementation in order to document results, and to translate M&E and other data into meaningful policy and program improvement.  The Specialist will play a key consultative role for all IHO professional and assistant-level staff, and for consultants and implementing partners (IPs) involved in health and HIV program monitoring and evaluation; and, will play a consultative role within USAID, serving as a key contributor to strengthening the capacity of information systems within the Government of Mozambique (GoRM), by providing technical assistance to the GoRM and to IPs in the monitoring and evaluation of all health, HIV, and other IHO managed programs/projects/activities.  The work concentrates on Maternal and Child Health, reproductive health and infectious disease (such as malaria, tuberculosis, and pneumonia), Prevention of Mother to Child Transmission (PMTCT) of HIV, and all areas of IHO and USG activities in the areas of HIV and AIDS and the greater PEPFAR program.
Required Qualifications: Mozambican Nationality. Completion of a Master’s Degree, or the host country equivalent in social sciences, mathematics, statistics, sciences or health field relevant to monitoring, evaluation and/or surveillance work, or a Bachelor’s degree with a minimum of six years relevant work experience in the areas of monitoring, evaluation and research.  A minimum of five years of job-related experience in monitoring and evaluation and/or health with a minimum of three years of  related, professional level experience including the development, implementation and management of monitoring and evaluation systems.  A strong background in research is required, with experience in all phases of research, including protocol development and participation in field work or field work management.  A minimum of 1 year of project management experience also required. The Specialist must have knowledge of M&E systems, public health programming, and international donor operations in the sector. The Specialist must have knowledge and understanding of the organization and roles of the different levels of GoRM health delivery systems in order to maintain effective communication, and to develop consensus on plans for governance, finance, and human resources management systems improvement.  The Lead Specialist must demonstrate the ability to assume management and leadership roles.  The Specialist must be resourceful, have good judgment, and have the ability to work with persons from many backgrounds.  The work requires a user-level ability to work with computers and common software programs used within USAID, including Word, PowerPoint, advanced Excel knowledge, as well as database management and data analytics.

Candidates will be evaluated based on relevant knowledge, experience and abilities demonstrated in their application materials, recommendations from references, previous employers and interviews.  This is a local position and compensation will be in accordance with the Local Compensation Plan.
