Monitoring and Evaluation Specialist
Jhpiego is an international, on profit health organisation affiliated with the Johns Hopkins University, Jhpiego develops innovations for enhancing capacity for the health care workers, strengthening health systems and improving delivery of care towards improving the health and well-being of the people. Since 1999, Jhipego has been collaborating with Govt of Malawi Ministry of Health (MoH) and various partners in implementing a wide-range of activities in maternal health, family planning and reproductive health, newborn and child health, HIV/AIDS and tuberculosis. Current key projects include the Sport for Service integration-Services (SSDI-Services), maternal and Child Health Integrated Program (MCHIP) and Voluntary medical Male Circumcision (VMMC).
“Sankhani Moyenela –Smart choice” is a 4 yr USAID-funded MCHIP Associate Award which aims at scaling up Voluntary Medical Male Circumcision (VMMC) services in Malawi, targeting males age 15-49 yrs in 5 districts by providing 150,000 circumcisions by 2017. The core project goals are to strengthen National VMMC quality assurance system, increase access and availability of VMMC service, and pilot integration of EIMC into maternity services. SANKHANI is currently present in 3 districts in the Southern Region of Malawi: Thyolo, Chikwawa, and Zomba. Monitoring and Evaluation Specialist
Reports to : VMMC Chief of Party, Blantyre, position supervises: M&E Officer and Data Management Coordinator
Will provide technical oversight for and implementation of all monitoring and evaluation and research activities associated with the Sankhani VMMC program within Thyolo, Chikawa, and Zomba districts. She/he oversees and coordinates accurate data capturing, M&E form development, regular reports, data quality assurance audits, management of program databases and information systems and provides specific logistic support during campaigns, With support from the senior M&E Advisor, the M&E Specialist will work with MOH a M&E activities to strengthen national and district level M&E capacity and HMIS
Willingness to travel extensively to program locations, Good interpersonal and communication skills in English and Chichewa, Experience working with local partners, including local NGOs and CBOs and knowledge of the local context essential; familiarity with USAID programs is preferred, Proficiency in managing field data collection work, including familiarity with IT enabled tools (cellphones, PDAs), Experince in training and facilitation on M&E systems, development maintenance and improvement, Strong verbal and written communication skills; ability to lead and work effectively with interdisciplinary team with minimal supervision, Good knowledge of statistics and epidemiology with ability to design and conduct quantitative and qualitative studies, Innovative, assertive and positive attitude towards work and the team, Excellent time management, ability to organise and handle multiple projects, often under deadlines, Excellent organisational skills,
Knowledge of Malawi National, zonal and district health management information, High level of proficiency in use of computer packages such as MS word, SPSS/STATA/EPI info, Access, Excel, Power point and email, familiarity with the health systems at district level and below, Masters Degree in Public Health , Demography, Statistics, or other related discipline, or Bachelors Degree in Health, Social Sciences, or related field and at least 4 yrs of relevant experience in monitoring and evaluation with proven success
Perform any other program related duties as assigned by supervisor which will facilitate achievement of program deliverables, Facilitate program review meetings and ensure that data is used to highlight important programmatic gaps and coordinate with district teams and the MOH as needed to address these gaps, Conduct data Quality assessment (DQA) visits and participate in the joint supervisory visits, with particular focus on improving the monitoring systems and the quality and completeness of data collection, analysis and feedback systems, support capacity building activities as national and district levels and provide relevant technical assistance to M&E counterparts in MoH to strengthen national M&E capacity and improve national health management information system, Draft M&E sections of quarterly reports, Provide technical assistance and guidance to ensure program performance monitoring: collection, compilation, analysis, reporting and use of data
for ongoing improvements in program implementation on a monthly, quarterly and ad-hoc basis as required by the donor, work with the M&E team centrally to develop and implement M&E systems and tools to monitor program implementation, and ensure that the correct forms, tools and systems are being used at district level at both static and outreach VMMC sites
