Post of Monitoring and Evaluation
(M&E) Manager
The
East, Central, and Southern Africa Health Community (ECSA-HC), invites
applications from suitably qualified nationals of member states for the
Position of Monitoring and Evaluation (M&E) Manager, to be
based at the ECSA Secretariat, Arusha, United Republic of Tanzania.
The Organisation
The East, Central, and Southern Africa
Health Community (ECSA) is an inter-governmental regional organization
established in 1974 with the aim of fostering and strengthening regional
cooperation and capacity to address the health needs of the member states in
order to attain the highest state of health for individuals and communities in
the ECSA region. Currently ECSA consists of ten member states: Kenya, Lesotho,
Malawi, Mauritius, Seychelles, Swaziland, Tanzania, Uganda, Zambia, and
Zimbabwe. The mandate of ECSA is “to promote and encourage efficiency and
relevance in the provision of health services in the region.”
Broad purpose of the Job
The overall goal of the position of
M&E Manager is to develop a comprehensive tracking system to collect,
document, analyze and share information on health and enable transparent and
objective communication about the effort being made to improve health status in
the region. The M&E Manager will be
responsible for the introduction, management and coordination of M&E
systems, data management at different levels, materials development and
distribution, introduction of innovations (ICT solutions) in the area of
M&E and collaboration with stakeholders and partners. The M&E Manager
will work in close collaboration with the Directorates and the Programme
Managers at the ECSA Secretariat and with the M&E Departments of the Member
States. The M&E Manager will be accountable to the Director General through
the Director of Programmes.

Continuously
developing, monitoring and reviewing the overall Monitoring and Evaluation
framework for the ECSA Health Community, Policy framework, Strategies and Plans
at the ECSA Secretariat and in the M&E Departments of Member States;
·
Developing
and implementing an ECSA electronic data management system to collect and
process data and guide the development, utilization and maintenance of data
bases
·
Providing
technical expertise, facilitating the availability and the effective
utilization of M&E data and data management systems through skills
building, day-to-day communications with Programmes and Member States.
·
Developing
M & E capacity building programmes for ECSA Secretariat staff and staff in
the M&E Departments of Member States and introduce innovative training and
support approaches in order to enhance efficiency.
·
Mobilising
resources and budgets for monitoring and evaluation for the ECSA Secretariat
and support the development of M&E plans and budgets in the Member States;
·
Providing
technical expertise in health systems and operational research for policy and
action.
·
Preparing
periodic reports, documentation and presentations of lessons learnt and best
practices identified to relevant bodies and key stakeholders.
·
Fostering
participatory planning and monitoring through establishing and maintaining
links with partners at the ECSA Secretariat and in Member States;
·
Coordinating
and supporting the work of the ECSA-HC Monitoring and Evaluation Expert
Committee.
·
Assisting
M&E Departments of Member states in managing training and supportive
supervision sessions in M&E including material development to guarantee quality
of activities carried out under the system.
Education & Professional
Qualifications:
·
Basic
Degree in Economics, Social Sciences, Statistics or Health Sciences
·
Post
Graduate University degree preferably in Public Health, Planning, Health
Economics, Management, Business Administration or any other relevant social
sciences discipline
·
Certified qualification in Computer Sciences
·
Training and Expert knowledge in data management
Experience & Knowledge:
A minimum of 5 years of professional
“hands on” working experience in an
M&E, Operational Research or other
project management role in a health or related organisation in a national or
international context
Experience with compiling, analyzing
and reporting on health statistics
Experience
with the installation and implementation of (electronic) systems of monitoring
and evaluation of health programs
Experience in training and ability to
organise train and support staff on needs assessment, project design,
implementation monitoring and evaluation
Solid understanding of and experience
with strategic, organizational and management issues as well multi-stakeholder
processes and negotiations
Good contextual knowledge of national,
regional and international health issues and priorities

Remuneration Package:
An
attractive package will be offered to the right candidate. The package details
may be obtained on request from the Director General, ECSA Health Community,
Arusha, Tanzania
Contract Appointment:
This is a three year performance based
contract renewable once upon mutual agreement between the employee and the
employer.
