Africa COO Risk and Control Chief Officer

Establish and manage an integrated structure and management framework of Risk, Governance and Control management for Africa COO.
Enable efficiencies and capability responsiveness in both anticipated as well as actual risk and control incidences.
Design an enablement framework, governance structure, integrated monitoring, reporting and identification of emerging risks which ensures an effective management of the Risk, Governance and control environment which satisfies key legislation in all markets and internal controls. Align risk and control operations across a matrix of businesses, functions and products. Drive the implementation and operational effectiveness of all Governance, Risk and Control Programs

Accountabilities
Risk Management
  • To drive risk management efficiently and effectively
  • Accountable for two of the six Principal Risks that exist across Barclays Africa COO – Conduct Risk and Reputation Risk on behalf of Africa COO.
  • Accountable for the six the conduct key risks and manage within risk appetite at all times in order to avoid customer detriment
  • Control designs as they apply to New Product Approval (NPA) process, reviews and Product Review Process (PRP).
  • To act as the point of contact for Africa COO within the Group for conduct and reputation risk for internal stakeholders as well as externally governed bodies where applicable.
  • To develop and execute a conduct and reputation risk management framework which can be rolled out consistently across Africa COO which includes the maintenance and alignment of the conduct principal risk framework (PRF) and key risk frameworks (KRFs). To review, influence & challenge business’ Conduct Key Indicators (KIs) and their thresholds, including Key Risk Indicators (KRIs), Key Control Indicators (KCIs) and

Reputation Risk Management
  • To drive reputation risk efficiently and effectively by identifying, assessing, reporting and managing this across Africa COO in a consistent and standardised manner.
  • To facilitate the identification and assessment of reputation risks and incidents in Africa COO.
  • To ensure Africa COO processes and procedures are maintained in alignment with reputation principal risk Framework (PRF) and key risk frameworks (KRFs).
  • To manage the consistent application of the reputation PRF and KRFs across Africa COO through, for example, control monitoring and testing.
  • To ensure practical systems are in place to evidence, monitor, track and escalate reputation risk business decisions, effective for presenting to a wide level of audiences.
  • To operate Africa COO training and communications approach and tools; monitor their effectiveness.
  • To oversee and facilitate processes to ensure regular, insightful reporting and appropriate escalation to Africa COO (e.g. BROM) and Group Committees.

Strategy and Framework Execution
  • Integrated approach and framework which ensures executive leadership alignment, integration and embedment of relevant First Line control teams under one GRC function to promote standardization, consistency, synergies, effectiveness and efficiencies
  • Ensure a GRC approach that is fully aligned to Business Priorities both structurally & practices
  • Ensure robust Audit Engagement and Effective Self-Assessment Framework
  • Governance Risk and Control management on control sensitive business operations and functions like Reconciliations, IRM, Change, NRR, Technology
  • Establish appropriate Governance Forums to ensure business adherence to relevant practices, policies and standards including robust testing of group wide operations
  • Identification and deployment of a pre-emptive framework to establish lead indicators to support the drive for efficiency, productivity and competitiveness.
  • Direct the management, coordination and preparation of quarterly control committees
  • Design the strategic framework and leading the establishment, articulation and implementation of the Governance Risk and Control strategy across Barclays Africa bank wide operations for both existing and evolving/emerging Risks


Business Risk Oversight Meeting
  • Accountable for the BROM (Business Risk Oversight Meeting) on behalf of the Africa COO. Operate the BROM to include coverage for all principal risks with specific responsibility for representing conduct risk and reputation risk. Actively participate in the BROM alongside the Africa COO Executive Committee.
  • Responsible in ensuring that the BROM is providing adequate oversight, influence and challenge of the risk profile and the control environment in Africa COO across all principal risk types.
  • To be accountable in the efficient and effective running of the Africa COO BROM on behalf of the Africa COO.
  • Ensure the BROM is adequately fulfilling its accountabilities


Leadership
  • Provide leadership on embedding of conduct and reputation risk management across Africa COO.
  • Support the Africa COO on conduct and reputation risk in 1st line of defence role.
  • Coordinate and direct BUCOs on conduct and reputation risk ensuring they are appropriately aligned and well prepared to support their respective business MDs.
  • Understand and lead on aligning interdependencies between conduct and reputation risk management with the Africa COO strategy, key strategic change programmes (e.g. Transform), regulatory requirements and key risks.
  • Role model the values and set the tone from the top on how to ‘Live the values’ when dealing with internal and external stakeholders in order to achieve the desired cultural change across Africa COO in support of conduct and reputational risk.
  • Lead, manage and develop colleagues in the most effective and efficient manner to achieve the execution of the business strategy and plan in line with the Barclays Purpose, Values and Behaviours.
  • Be involved in all senior conduct and reputation risk appointments and setting competencies for the roles.
  • Obtain and implement personal scorecard objectives and measures for the team that aligns to Africa COO Scorecards.
  • Implement performance objectives in line with regulatory expectations.
  • Provide input into the performance management process for own team and, BU and function colleagues involved in conduct risk management.
  • Define talent development and succession plans for own team.

System of Internal Control
Design, implement and operate a system of internal control to mitigate risks identified in both own but also extended business teams within Africa COO in alignment with the Governance, Risk and Control Strategy
Define a clear organisation structure and formal system of delegations of authority and accountability

Proven experience leading a business through cultural change

Essential/Basic Qualifications

 
  • University degree, preferably MBA or equivalent
