The context
The Government of Malawi is still facing significant challenges in the area of public financial and economic management despite the progress that has been made in recent years. The project “Strengthening Public Financial and Economic Management in Malawi” takes a holistic approach, cooperating with institutions on both the income and the expenditure sides of the budget.
Your role
Your support will include advice on the change management process at the Malawi Revenue Authority (MRA), taxpayer education and international taxation. Besides advising on tax and non-tax revenues and the application of the IMF-supported Tax Administration Diagnostic Assessment Tool (TADAT), you will also liaise with the regional African Tax Administration Forum (ATAF) and other development partners in this area. You will develop, implement and monitor concepts and work plans for capacity building, including on-the-job training.
Your profile
You hold a Masters Degree in finance, economics, administration and/or political science in the area of public financial management and have at least four years experience in a similar tax administration environment or finance ministry. In addition, you have worked in German/international development cooperation and have gained in-depth advisory and management experience in implementing complex reform agendas. Experience in creating networks and building alliances would be an asset.
