The Deputy Team leader - Finance and Procurement of this contract will contribute to the implementation component 2 ‘Irrigation’ of the support to the agriculture sector-wide approach (ASWAp) and green belt initiative (GBI) programme in its 2 subcomponents:a) Support to the establishment of the National Irrigation Development Fund;
b) Development of medium- and large-scale irrigation schemes.

Qualifications and skills
- Must have a higher university degree in Business administration / development or management or a higher degree as professional accountant (ACCA, CPA, CIMA; Bachelor or equivalent) with experience in project, financial management and procurement.
- Must have team working experience comprising international and local experts; the ability to operate within multi-sectoral, multi-cultural teams and demonstrate flexibility in working style.
- Must possess excellent communication and transfer of knowledge skills (for capacity building activities).
- Fluency in English.
General professional experience
- Must have a minimum of 8 years of professional experience including at least 3 years post qualification experience in development programmes involved in accounting, monitoring of resource utilization and management of works, supply and service contracts.
Specific professional experience
- Relevant practical experience of project management, accounting procedures and preparation of annual budgets.
- Experience in managing EDF resources will be a strong advantage.
- Practical experience in use of computer software packages for financial management and database management.
- At least 2 years relevant specific experience in developing countries, preferably in Eastern or Southern Africa.
