AETS is currently seeking an experienced Expert in Employment and Culture (20 man/working days) for the following project "TECHNICAL ASSISTANCE TO THE PALOP-TL PROGRAMME".
The proposed assignment provides technical assistance to the Coordination of PALOP-TL Programme to follow up and implement activities under the 10th FDF PALOP-TL programme, in line with the latest Ministerial meetings held in Dili (2013) and in Luanda (2014). In addition the service is expected to reinforce management capability during the transitional period from 10th to 11th EDF framework, and prepare the identification phase of the 11th EDF programme.

Education:
University degree or equivalent Experience
General professional experience:
Expert with at least 10 years of relevant professional experience
Specific professional experience and skills:
Solid knowledge of project and/or programme identification and design;Minimum 5 years of previous experience on Employment and Culture to developing countries;
Communication and reporting experience and skills;
Understanding of EDF procedures and of PCM tools Experience within the scope of institutional assessment and capacity development, including harmonisation and equivalence of professional qualification framework
Full computer and internet Iiteracy.
Experience of work in previous PALOP-TL countries will be considered an advantage.
Language skills:
Fluency in Portuguese (spoken and written) is a requirement.
Fluency in English or French (spoken and written) is also a requirement, preferably in English, being the language of the specific contract.
