Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

Under the guidance and supervision of the Director and in cooperation with the Heads of the other HR Unit, the incumbent will:
- Assess, develops and/or revise documents on HR policies, guidelines and procedures of the International Bureau (IB);
- Lead the design and implementation of HR IT systems;
- Coordinate and direct the salary payment process;
- Manage all issues related to social security systems (e.g. renewal of contracts with external stakeholder);
- Coordinate contract administration and administration of entitlements;
- Participate in recruitment activities.
Main duties:
1. HR policies/procedures:
-assesses the adequacy of existing HRM policies, guidelines, procedures and practices, identifies issues that require change and identifies and explores 'best practices' in the United Nations (UN) Common System.
Based on above:
-develops proposals for the establishment, revision and/or enhancement of HRM polices, guidelines, procedures and practices to meet the evolving operational needs of UPU ; e.g. proposes changes to the Staff Rules and Regulations as well as Administrative Instructions.

2. HR IT management:
-oversees all aspects of specialist IT projects being undertaken in the HR Directorate (ERP);
-creates and executes project work plans and revise as appropriate to meet the changing requirements and needs;
-proposes the development of new programmes and systems.

3. Recruitment :
-participates in the development of proactive recruitment strategies targeting female applicants and nationals of un- and underrepresented countries;
-represents the Director of HR or takes over the function of secretary, in the Committee of Nomination and Promotion (APC) whenever required.

4. Administration:
-Coordinates and directs the salary payment process;
-Manages all issues related to social security systems (e.g. renewal of contracts with external stakeholder);
-coordinates all activities related to contract administration and administration of entitlements, upon request;
-submits statistical and analytical reports, papers, notes, when required.
QUALIFICATION AND SKILLS REQUIRED
Education:
First or advanced university degree in human resources management, international relations, law, social science, business administration, organizational design or related area.
Experience:
With advanced university degree (Master' s degree of equivalent), minimum of 7 years of professional experience in human resources management in a multicultural environment. Experience in the UN Common System is an asset.

OR

With first university degree (Bachelor' s degree or equivalent), minimum of 9 years of professional experience in human resources management in a multicultural environment. Experience in the UN Common System is an asset. 
Technical knowledge: 
- Strong knowledge of HR policies and procedures pertaining to entitlements, compensations and benefits, preferably in the UN system;
- Knowledge of HR policies and procedures pertaining to recruitment, preferably in the UN system;
- Strong knowledge of HR oriented IT systems (ERP);
- Very good drafting skills; ability to write in a clear and concise manner and to orally communicate effectively;
- Strong analytical skills.
Skills and abilities / competencies:
- Good interpersonal skills; ability to defend and explain difficult, complex or sensitive issues to staff and management;
- High sense of responsibility and strong initiative;
- Discretion, integrity and maturity in judgement;
- Ability to stay focused under pressure;
- Active listener within a diverse working environment. 
Language skills:
Proficiency in English or French. The knowledge of the other language would be an advantage.

Annual salary: (Net of tax)
67'611.00 USD
72'605.00 USD with primary dependants
Post adjustment: 105.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
