With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

The incumbent will assist the Administration Unit and the Director of Human Resources (HR) in the area of recruitment.
Main duties:
- Based on post descriptions, prepare and issue vacancy notices using current e-recruitment system, UN and other similar business networks (professional associations, universities alumni's, etc.), local, national or international press;

- Inform member states and postal operators and issue internal memoranda to internal staff on a vacancy notice issuance, according to internal rules and practices;

- Assist in the analysis of application files, in the pre-screening of candidates on the basis of the recruitment criteria set out in the vacancy notices according to internal rules and practices;

- Collect, prepare and arrange all necessary documents to be submitted to the members of the Committees in charge of the recruitments;

- Propose and draft competencies based questionnaires for interviewers;

- Prepare and arrange their meetings;

- Contact candidates and organize all schedules for written tests/ presentations and interviews;

- Administer written tests as well as all logistic issues and prepare documents related to applicants' test results;

- Search and check requested additional information on applications (references, diplomas and others);

- Ensure that all non-selected candidates are informed on the outcome of the selection process by sending regret letters;

- Respond to unsolicited applicants on general questions related to recruitment;

- Perform the duty of one of the Super Users of the e-recruitment system;

- Inform and instruct internal departments to prepare arrival of new comers etc.;

- Prepare and follow-up/update statistics related to recruitment activities;

- Draft the standard letters on a wide range of HR issues related to all recruitment and administrative activities;

- Replace the secretary of the Director of HR during her absence.
QUALIFICATION AND SKILLS REQUIRED
Education:
Secondary education.
Educational background in HR would be an advantage.
Experience:
Minimum of 3 years of experience in HR or Administration.
Technical knowledge: 
- Knowledge of HR policies, procedures;
- Knowledge of recruitment technics;
- Knowledge of IT systems used in HR;
- Knowledge of Word, Excel, Outlook, Powerpoints.
Skills and abilities / competencies:
- Good written and oral communication and interpersonal skills;
- Able to work in a multicultural and multiethical working environment;
- Discretion and integrity. Proven ability in dealing with highly confidential nature of cases;
- Able to work under pressure with constantly changing priorities;
- Analytical skills;
- Able to establish and maintain good working relationship with staff at all levels.
Language skills:
Proficiency in English or French.
Knowledge of the other language will be an advantage.

Annual salary: (Net of tax)
68'611.00 CHF
