TELECOMMUNICATION ENGINEER

2.            Major duties and responsibilities:

        Manage Alcatel-Lucent OmniPCX Enterprise Communication Server; installation, configuration, operation and maintenance of Alcatel-Lucent Rack 3 cabinet and

Alcatel Lucent Omnipcx Office Large IP-PBAX distributed across all AUC offices ( HQ, Regional and liaison offices) comprising ISDN (E1) Interface, tie line, Digital, Voicemail and IP (VOIP & SIP) Media Gateway interface configuration

        Manage ZTE integrated business exchange device (IBX); installation, configuration, operation and maintenance of ZXECS IBX10000 system; comprising ISDN (E1), IP (VOIP & SIP), FAX, VAS Server and ISDN/ Ethernet Convertor Media Gateway configuration

        Manage Voice Homogenous and Heterogeneous private VPN, IP (SIP) and TIE line PBX network and confirm smooth interoperability

        Manage, install, configure, operate and maintain telephone billing accounting software; administer telecom cost expenses and cost allocation system including review and verification of monthly telephone bills, provide billing information to budget and finance section for internal billing and preparation of cost estimate for budget and planning purposes

        Submitting proposals and conceptual designs as required for the system upgrade, major modification and spare part reuirment.

        Training of users and switchboard attendants

        Liaising and maintaining good working relationship with all concerned offices within ethiotelecom and suppliers


3. QUALIFICATION AND WORK EXPERIENCE REQUIRED:

Professionalism: Excellent hands-on technical training and problem solving skills; good knowledge of relevant telecommunications policies, structure and strategy; ability to build a unified but distributed user-friendly communications network; ability to assess telecommunications needs at Headquarters and/or in the country or region; ability to perform the various procurement related jobs, such as preparing specifications and Request for Proposals for communications equipment, technical evaluation of bids.

Communications: Good communication skills, including the ability to convey technical concepts and recommendations to non-technical staff at all levels, both orally and in writing, in a clear, concise style.

Planning and Organizing: Ability to organize, plan and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.

Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Technological Awareness : Strong technical background and experience in telecommunications systems design and installation. Teamwork: excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect


Education

Candidate must have at least Bachelor's University Degree in Electrical or telecommunication Engineering, certification and experience in the telecommunications area. Practical training could include some experience in PABX, digital Radio and satellite communications, voice and data communications or international leased lines.

Work Experience

A minimum of 8 years of experience in the installation, operation, maintenance, and management of communications equipment and networks, including PABXs, Digital radio & satellite communications, is required. Previous experience on Alcatel enterprise solutions, ZTE ZXECS IBX10000 and Soft Switch solution is highly desirable.


4. OTHER RELEVANT SKILLS:

Excellent practical knowledge of a wide range of modern ICT technologies is required. Ability to train the ICT personnel in the installation, operation and maintenance of various information and communications equipment is required. Familiarity with operations of commercial telecommunications services, as well as with Private enterprise communications systems, e-mail, computer facsimile, telex, radio and satellite systems is required.

5. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.


6. TENURE OF APPOINTMENT:

The appointment will be made on a fixed term contract for a period of two (2) years, of which the first Six (6) months will be considered as a probationary period. Thereafter, the contract could be renewed for a annually subject to satisfactory performance and fund availability.

7. REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 62,431.73 inclusive of all allowances for internationally recruited staff, and US$

50,828.14 inclusive of all allowances for locally recruited staff.
