Organizational Context: The post of Functional Analyst (Asset Management) is located in the Finance Division, Administration and Management Sector.
The Finance Division is responsible for the management of WIPO's financial accounting and reporting, treasury management and compliance with financial policies and procedures. These responsibilities include the management of the Organization's cash position, production of statutory financial reports and other financial information, and coordination with oversight and audit activities as exercised by the Internal Audit and Oversight Division, external auditors, the Independent Advisory Oversight Committee and the Joint Inspection Unit.
The main role of the incumbent is to ensure the accurate accounting, reporting, controlling, safeguarding and disposing of the Organization's fixed and intangible assets through its Asset Management (AM) system. The incumbent is also required to provide user support on AM, and functionalities of PeopleSoft HR and PeopleSoft Financials.
The incumbent reports to the Functional Analyst.
Main duties: The incumbent performs the following principal duties:
(a) Maintain the AIMS Asset Management (AM) database for fixed and intangible assets and ensure that all asset related transactions (purchases, disposals, losses, depreciation, amortization, impairments, analysis of software and building related expenditures) are correctly reflected.
(b) Ensure the data integrity of the AM system by managing interfaces and scripts between the database and inventory scanners and maintaining the link between persons/locations/assets in the database.
(c) Generate reports for insurance and management information purposes and produce periodical inventories.
(d) Maintain and track changes of location of fixed assets and keep track of equipment to ensure accuracy of AM location database.
(e) Plan, prepare and coordinate physical inventory calculation and verification. Review physical inventory audit (annually or biennially), check for accuracy, follow-up on discrepancies and reconcile with inventory data in the AM system.
(f) Provide user support and training for AM module and related AIMS functionality and develop and maintain the corresponding documentation. Analyze work processes, identify issues and opportunities for simplification, research best practice and propose solutions. Develop functional specifications, follow-up with developers, perform user acceptance testing and provide feedback.
(g) Provide user support for People Soft Financials and PeopleSoft HR including problem solving and testing, data maintenance and data cleanup activities. Identify opportunities for simplifying, streamlining and enhancing of processes and systems.
(h) Produce reports for financial and asset reporting and analysis using Oracle Business Intelligence. Analyze and interpret data to identify, document and make recommendations for potential savings and process efficiencies.
(i) Perform other related duties as required.

REQUIRED QUALIFICATIONS
Education:
Essential:
First-level university degree in information technology, accounting or a related discipline.
Experience:
Essential:
At least six years of relevant professional experience in IT and accounting including experience with functional analysis and its related specifications, user acceptance testing, documentation standards, user training, and deployment.
Desirable:
Experience in a similar position within the United Nations common system.
Skills:
Knowledge:
Essential:
Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet and the ability to quickly adapt to new technology.
Sound knowledge of Asset Management and ERP systems, preferably the PeopleSoft Asset Management module.
Desirable:
Knowledge of PeopleSoft Financials, PeopleSoft HR and Oracle Business Intelligence tools.

Annual salary:
(Net of tax)
56,198 USD
60,205 USD (with primary dependants)
Post adjustment:
105.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
Additional Information:
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
