IRD seeks an Agribusiness Enabling Environment Specialist for an anticipated USAID funded Feed the Future project. The specialist will provide technical and program oversight and direction in the areas of improving the enabling environment for agribusiness for the program. The specialist will develop stakeholder advocacy capacity, develop a national competitiveness strategy, and develop a national competitiveness reform agenda.
Essential Job Functions:
- Identify issues and constraints affecting enabling environments for agriculture developments in-country, and suggest improvements;
- Promote development initiatives to address investor’s needs, strengthen public- private cooperation and agro-industry specific linkages;
- Liaise with private sector advocacy associations and federations, the host government, and donor to coordinate a reform agenda to improve the legal and regulatory agribusiness environment and promote investments;
- Work with stakeholders to define roles and responsibilities of the private sector associations, public institutions, and donors in attracting, promoting and supporting agriculture-related legal and regulatory reform program;
- Lead development of a framework and promotion strategies, including awareness among existing agribusinesses and potential investors and gender analysis;
- Coordinate institutional capacity building of key public and private institutions.
Required Skills & Experience:
- Bachelor’s degree or its equivalent in related field;
- 10+ years’ experience in Southern Africa, international development programs in policy areas focused on agricultural legal and regulatory reform and investment promotion, economic growth, trade or value chain competitiveness and in managing US Government (USAID, DOS or USDA) funded programs;
- Private sector orientation and demonstrated track record of investment facilitation, public-private partnership design and execution, and negotiation in emerging markets and/or developing countries;
- Demonstrated creativity, willingness to innovate, think systemically and design catalytic activities;
- Demonstrated experience in collaborating across ministries and public-private dialogue;
- Experience in agribusiness;
- Fluency in English and Portuguese;
- Advanced knowledge of Microsoft Office Suite.
Preferred Skills & Experience:
- Master’s degree or its equivalent in related field;
- Strong background in agribusiness in Mozambique.
