Description: The Partnership for Supply Chain Management (PFSCM) brings together 13 private sector, non-government & faith-based organizations that are among the most trusted names in supply chain (SC) management, international public health & development in the world.The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at ensuring a cost effective & efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks & SC management challenges & to facilitate timely access to pharmaceuticals & other health products.In addition, PFSCM implements other supply chain management projects with other client/donors as appropriate.Since its inception, the Global Fund has been the leading international donor for malaria relief alongside the U.S. President's Malaria Initiative. Through its network of partners & recipients, the Global Fund has supported malaria programs in 97 countries. A total of US$8.8 billion in funding has been approved since 2002, with about 70% allocated for countries in sub-Saharan Africa.More than 310 million long-lasting insecticidal mosquito nets have been distributed by programs supported by the Global Fund; one of their weightiest & most effective investments to date. Nonetheless, the Global Fund has provided funding across the spectrum of interventions to ensure multi-level implementation of national malaria control. This includes spraying walls of buildings with residual insecticide (DDT), which has been shown to effectively & economically control the mosquito vectors of malaria.
RESPONSIBILITIES
Indoor Residual Spraying (IRS) in Mozambique During Round 8 funding, IRS activities in Mozambique targeted the more densely populated urban & peri-urban areas, & economically strategic areas (approximately 40% of the population in 11 districts). The current Round 9 funding will not expand coverage, but will rather consolidate & improve the quality of spraying (coverage]80%) in these same geographical areas. The current management of IRS is being strengthened by improving coordination among the National Malaria Control Program (NMCP), provinces, & partners conducting IRS (in the Maputo, Gaza and Zambezia provinces). This has been achieved through joint regional training sessions and regular meetings. The safe use of insecticides will be emphasized, through information dissemination & monitoring of spray supervisors by the MOH & Ministries of Agriculture and Environment. The MOH is in the planning phase & is also busy developing guidelines & training materials in anticipation of induction and rollout. IRS will be performed with provincial & MOH supervision through a management structure that will also oversee SC management & train spray operators and IRS support staff. The placement of provincial malaria managers in each province will improve M&E & IRS quality.
PFSCM, in coordination with MOH will develop a transportation/distribution system for DDT & DDT-contaminated waste products for 11 districts, as well as ensure the proper treatment & final disposal of DT contaminated waste products.OVERALL RESPONSIBILITIES:The Country Project Manager (CPM) leads & manages the PPM IRS project in Mozambique. S/he is accountable for overall project strategy & success, including delivering on key project results. The CPM has full accountability & authority for the development, execution, & monitoring of the project in country, including (1) vision & development of technical strategy, work plans & performance management plans; (2) overall project management, including the management of the short/long term technical assistance (STTA and LTTA) (3) documentation & communications; (4) development & management of productive relationships with clients and stakeholders and; coordination with other PFSCM & IRS projects. The CD represents PFSCM & JSI to Global Fund, the MOH, other governmental agencies, subcontractors & cooperating partners within Mozambique. S/he promotes collaboration &best practices in strategic planning & coordination of SC activities, including storage, distribution, & management of IRS waste.
SPECIFIC RESPONSIBILTIES:
  • Guidance & support of in-country operations: Guide the operation of the PFSCM project team & subcontractors. Supervise the work of in-country subcontractors to manage distribution & waste management activities. Serve as the primary liaison between the in-country field program operations & the PPM management team. Oversee/support the development of in-country strategic & operational plans, performance management plans, & the use of appropriate standard operating procedures for field program operations, procurement & technical assistance.
  • Technical Assistance: Work closely with PFSCM staff as well as with the STTA providers from the PMO to manage the process of STTA in Mozambique. Review scopes of work (SOW) for short-term technical assistance to ensure sound strategic and technical approaches and solutions, and approve all travel.
  • Communications: Ensure good, two-way communication with the Ministry of Health, Global Fund, other host country institutions, and PFSCM technical and management staff. Provide leadership and support to the field program in developing client-centered methods of responding to the needs of and requests from the Ministry of Health, Global Fund, subcontractors and other host country institutions. Communicate through written reports and oral presentations both best practices and challenges in the supply chain management work of the field program.
QUALIFICATIONS
  • Graduate degree in medicine, pharmacy, public health, supply chain management or equivalent experience.
  • 7+ year's relevant experience in international public health, management, logistics, family planning, development and supply chain systems strengthening. Experience in commodity policy desirable.
  • Portuguese and English language fluency required including speaking, writing, understanding, and reading and the ability to conduct business.
  • Experience in managing a field logistics operation in Africa.
  • Experience in project management and/or backstopping of in-country operations.
  • Ability to communicate and coordinate effectively at every level and within a multicultural environment.
  • Proficient with Microsoft Office Suite applications, including Word, Excel, and PowerPoint; proficient in communications with Skype and Google Apps.
  • Familiarity with Microsoft Project a plus.
  • Overseas work experience, particularly under Global Fund funding a definite plus.
  • Ability and willingness to travel internationally as required.
