The context
The Government of Malawi is still facing significant challenges in the area of public financial and economic management despite the progress that has been made in recent years. The project “Strengthening Public Financial and Economic Management in Malawi“ takes a holistic approach, cooperating with institutions on both the income and the expenditure sides of the budget.
Your role
You will provide advisory support the Ministry of Finance, in particular the Accountant Generals Office and the Budget Division. This entails technical support on improving and strengthening Integrated Financial Management Information System and cash management and piloting programme-based budgeting. You will develop, implement and monitor concepts and work plans for capacity building, including on-the-job training. In addition, in the area of intervention Budget execution you will support the project manager in managing project work, including the preparation and execution of the project budget and monitoring of activities. You will identify, prepare and steer consultancy missions. Furthermore, you will supervise a national technical advisor.
Your profile
You hold a Masters Degree in finance, economics, administration and/or political science and have at least four years experience in the areas of budget policies, budget reform and/or finance law. Furthermore, you should have in-depth knowledge of budget systems in Africa, professional experience in German/international development cooperation and extensive experience as an advisor.
