Field of activity
The objective of the programme 'Employment for Sustainable Development in Africa' is to improve employment opportunities in Africa in cooperation with the private sector. The programme develops, negotiates and implements partnerships with the private sector that promote more productive and decent employment in the 9 target countries in Africa. It adopts an integrated development approach for employment promotion by developing labour supply and stimulating labour demand. Along selected value chains, pro-employment business models are promoted while vocational training and qualification are used in order to increase the employability and productivity of people in both the formal and informal labour market. This will result in new jobs, income increases and improved workplace conditions. A particular focus is placed on employment in the extractive industry (especially oil and gas) and its up and downstream sectors. The recent oil and natural gas discoveries in East Africa offer an unprecedented opportunity for economic development and employment. However, if not enough qualified workers are available, the international corporations and contractors may have to negotiate with the governments to bring in workers and services from abroad. In order to ensure that local employment is sparked, E4D will launch an innovative public-private skills development initiative in 2015 in Kenya, Mozambique, Tanzania and Uganda with high participation of the oil and gas industry and co-financing by the British Department for International Development (DFID). Mozambique has large gas field discovered that are planned to be explored in the next decade. Potential employment will rise mainly during construction phases and along the value chains of gas companies. The local population needs to be prepared and trained to participate in the upcoming economic developments. The initial assignment will start with a 9 months inception in which indicators for the regional programme will be tested. As most gas companies are based in the North of Mozambique, it is possible that the posting will be placed in Nampula.
Your tasks
We are looking for a coordinator in skills development and technical vocational education and training (TVET) to coordinate our activities in Mozambique.
  • As the coordinator of the initiative, you are responsible for designing and managing our activities in the country. These include promoting employment and strengthening the TVET-system through TVET-school up-grading, curricula development, increasing training capacities, technical teachers training, development of short-term trainings, of standards and certification systems.
  • You will work closely with public actors and private partners (oil and gas companies, companies in upstream and downstream sectors) when designing and implementing the above-mentioned TVET measures. Establishing good working relations with both is key to success.
  • Based on a good understanding of the industry's interests and needs you will negotiate corporate contributions from the oil and gas industry and develop cooperation models with the private sector.
  • You will establish and coordinate a local steering structure for the project including a local steering committee and an advisory board (private sector, public sector, civil society, universities). You are also responsible for coordinating our activities with other donor initiatives and GIZ programmes.
  • As part of the project activities will be tendered, you are responsible for preparing and managing consultancy assignments, external experts and consultancies.
  • You will manage a small team of local experts including an administrative manager.
  • Impact monitoring, reporting, and giving inputs to learning exchanges with other target countries in close coordination with the program director in Germany belong to your important tasks too. At headquarters, you will work together closely with the portfolio manager for East Africa, our monitoring coordinator and our TVET expert.
Your profile
  • Master's degree or equivalent in a relevant field (business administration, economics, industrial engineering or other disciplines) and at least 7 years of professional experience, in particular in development cooperation in the areas of TVET and employment promotion;
  • Experience in advising TVET systems and institutions and with the implementation of measures like the up-grading of TVET-schools, teachers training, advising TVET commissions, curricula development, recognition of prior learning programs, etc., ideally in Africa;
  • Good understanding of the skills needs and the supply chains of the oil and gas industry in Eastern Africa;
  • Proven ability to successfully establish and manage strategic partnerships with the private sector / excellent communication and negotiation skills;
  • Proven skills and experience in the design of networks and knowledge exchange platforms;
  • Experience in providing expert advice for public and private decision-makers;
  • Good working knowledge on setting up and managing annual operational plans, impact monitoring, as well as financial management of projects budgets and contract management
  • Solid management and advisory skills, conceptual and strategic thinking;
  • Fluent English and ideally German and Portuguese language skills in writing and speaking.
Assignment period
As soon as possible until December 2015 (with an option for the contract extension).
