Position Title: Country Director
Agency:Friends in Global Health (FGH), Mozambique
Position Duration: Full-time one year contract with opportunity for renewal during the remaining 3 years of the project (through September 29, 2017)
Location: Maputo, Mozambique
Required Qualifications: Candidate must have an advanced degree (Masters in Business Administration, Masters in Public Health, or Masters in Public Administration/Public Policy is preferred); must have a minimum of 10 years experience working in international development (within a developing country context); must have strong program planning and implementation skills, preferably working with US Government funding (PEPFAR preferred). Fluency in Portuguese and English and a minimum of 2 years of experience working in Lusophone Africa (Mozambique experience preferred).
Background:
The Vanderbilt University Institute for Global Health (VIGH) and its affiliate Friends in Global Health (FGH) are supporting HIV/AIDS care and treatment programs (HIV adult and pediatric care and treatment, Prevention of Mother to Child Transmission (PMTCT), Counseling and Testing (CT) services, Tuberculosis (TB) program services and exposed child services (CCR)) in 10 rural districts within Zambézia Province. This support is provided over a 5-year period through PEPFAR funding from the US Centers for Disease Control and Prevention (CDC). Additional funding support includes USAID funding focused on a consortium grant in which FGH is a partner serving as the Monitoring and Evaluation lead; and internal Vanderbilt University funding to support collaboration between traditional healers and health facilities as well as to support small income generation projects.
Vanderbilt University (VU) established FGH, an NGO in Mozambique, to provide technical assistance and capacity building as well as to facilitate and oversee fiscal and administrative matters in support of the Ministry of Health (MISAU). The program strives to develop and maintain effective and sustainable HIV care and anti-retroviral treatment (ART) programs in conjunction with provincial and district health authorities.
Position Description:
The Country Directorwill serve as the leader and primary representative of the organization in Mozambique, working closely with Vanderbilt University and its donors. Main areas of responsibility include the following:
Management & Administration:
· Participate in the development and ongoing management of the approved budgets for each funding source, working to ensure compliance and allowability of any costs outside of the approved budget.
· Establish effective and efficient communication forums to ensure coordination between programmatic areas as well as between programmatic and logistics/operational teams.
· Represent FGH/VIGH at external meetings requiring organizational leadership representation.
· Formalize, through policy documentation, and notify/inform all staff of internal rules, policies, and policy context to promote compliant operations.
· Liaise with the VIGH management team.
Organizational Coordination and Implementation:
· Encourage external FGH coordination efforts between donors, partners, other NGOs and stakeholders to promote synergy with other USG partners and to stay informed of trends and major decisions within the USG/donor environment as well as within the Government of Mozambique and NGO community.
· Ensure that Standard Operating Procedures and organizational policies are developed, implemented, and updated to be in compliance with donor and host-country regulations and legislation. Monitor compliance.
· Provide general troubleshooting/problem solving support, to program area technical leads and admin/finance leads.
· Lead process of annual planning (technical and financial).
· Lead and coordinate the process of writing annual reports for timely submission to the Government of Mozambique, both at the central and provincial levels.
· Travel to Zambézia once every quarter to support operations and implementation in the province and to maintain face to face communications with provincial health authorities.
· Oversee strategic planning and business development activities.
