Overall Responsibilities
Under the supervision of the Project Director, the Director of Strategic Information and Reporting (DSIR)will be responsible for the identification, collection, analysis, use, and communication of data in program implementation, results and impact related to all aspects of the CDC-funded Cooperative Agreement entitledDistrict Health System Strengthening (DHSS) and Quality Improvement for Service Delivery in Malawi project. The DSIR will supervise the Senior Monitoring and Evaluation (M&E) Advisor, and other staff that communicate project results. The DSIR will work closely with the team leader for each component of the DHSS project (DHSS itself, the National Evaluation of the Malawi PMTCT program (NEMAPP), and the TB and HIV project in Malawi prisons) to measure the progress and effectiveness of the interventions. Both regular periodic reporting and special reports and research are the responsibility of the DSIR.
Specific Responsibilities
Overall
- As a member of the senior leadership team of the project, provide overall leadership for monitoring, evaluation and reporting in the project
- Supervise staff the Senior Monitoring and Evaluation Advisor and other staff that is communicating results.
Monitoring & Evaluation
- Responsible for development and implementation of the Performance Monitoring Plan.
- Advise technical program advisors on indicator selection, target setting, monitoring and data quality assessment and validation
- Track project progress against targets, analyze data sets and make recommendations for enhanced program planning, coordination and management.
- Establish systems for collecting and analyzing data that will monitor the progress, performance, outcomes and quality of interventions. This includes identifying strategic information that will inform adjustments in the strategy of all DHSS projectcomponents
- Develop and implement appropriate data quality assurance systems for the project target areas
- Work closely with the technical teams, CDC and the Ministry of Health to develop templates for analyzing and presenting data to guide decisions
- sSupport dissemination of project related data to staff at the health facility and district levels and support analysis at district level and development of reports to CDC and the government
- Organize and manage field implementation and perform data analysis and prepare draft reports of studies conducted, and review final reports.
Operational Research
- Overall responsibility for successful completion of operational research under the DHSS project, including assisting in the development of study protocols, tools, ethical clearances and supporting documentation of studies.
- Develop evaluation protocols, provide technical assistance during implementation of the research , and review final reports
- Conduct desk reviews, and retrospective data analysis (with additional data abstraction from site tools).
Reporting & Communication
- Responsible for the timely production and submission of periodic reports to the Project Director for the final submission to the client (MOH) and donor (CDC and PEPFAR)
- Communicate DHSS project outcomes and recommendations to internal and external partners; prepare and present monitoring and evaluation data to a wide variety of audiences
- Working closely with the MSH home office team, implement and monitor project communications plan to effectively communicate the project’s achievements to the donor, national stakeholders, MSH community, and a broad international audience.
- Ensure all reports and communications material meet established standards (CHS, MSH, CDC, PEPFAR) for content and are compliant with branding guidelines. Work closely with technical teams, to develop and disseminate technical products (e.g. fact sheets, best practices, success stories, monographs, technical briefs, etc.) for a broad range of audiences
Other
- Respond to both internal and external ad hoc requests for information; provide data for briefing documents, sites visits and respond to other information requests
- Perform other related duties at the direction of the Project Director
Qualifications
- Postgraduate health professional degree-level training in clinical epidemiology, M&E or a related field is strongly preferred
- At least eight years of experience and progressively increasing responsibility in the area in M&E and strategic information health sector
- Strong analytical and quantitative experience and skillset including M&E, operations research
- Proven ability to both identify the most important results and achievements of a project and capture and package these results for multiple audiences
- Extensive experience with statistical and database software packages including MS Access
- Experience in international public health is preferred
- Experience working in PEPFAR, CDC, and/or USAID-funded health projects desirable
- Strong interpersonal skills are required
- Supervisory experience essential
- Fluency in reading, writing and speaking English, with excellent writing skills
- At least 5 years of experience in Sub-Saharan Africa is required, experience in Malawi is desirable
