Team Leader - Planning for Climate Change in Malawi

Cardno Emerging Markets (UK) Ltd. and partners have been recently shortlisted for the EU-funded programme ‘Planning for Climate Change’ (PCC) in Malawi. The aim of the project is to alleviate poverty through enhancing the resilience of the Malawian institutions and communities at national and local levels to climate change risks and impacts.

This will be achieved by strengthening the capacity of the irrigation sector to plan, implement and operate irrigation schemes as well as improving understanding and strengthening capacity to plan district development in natural resources, agriculture and forestry for Neno, Phalombe, Blantyre and Zomba districts, taking into account the consequences of climate change.

The role will have inputs of 525 working days over the 36 month programme duration. It will be based in Lilongwe, full time, for the first 18 months and thereafter part-time coordination from outside Malawi could be considered.

The ideal Team Leader will have the following attributes:
Qualifications and Skills:
  • Must have a post-graduate qualification in Environmental Science/Climate Change/Natural Resource Management/Agriculture or related field or a relevant, directly related discipline, or equivalent.
General Professional Experience:
  • A minimum of 8 years professional experience in fields related to this contract
  • Must have proven institutional change management and strategic planning skills
  • Skills in project cycle management with ability to manage and oversee all aspects of the project cycle.
  • Must have proven transfer of knowledge skills (for capacity building acitivities)
  • Knowledge of development cooperation and funding procedures and requirements; knowledge of EU procedures would be an added advantage.
Specific Professional Experience:
  • Worked on a minimum of 3 projects/programmes related to climate change, preferably in a decentralised planning context.
  • Experience in preparing clear ToRs for short term inputs, consolidating and reporting outputs on a range of topics
  • Should preferably have experience of multi-disciplinary and multi-stakeholder development and institutional change management programmes operating within the public sector, preferably in SADC and/or COMESA region.
