  1. BACKGROUND
The HIV and AIDS epidemic in Malawi is in its fourth decade and continues to be a generalized epidemic. HIV prevalence among adults (15-49 years) has seen some decline from 12% (to 10.3% (MoH National Estimates 2013). In absolute terms, this translates to approximately 850,000 adults (15-49) and 170,000 children (0-14) and 93,000 adolescents (10-19) living with HIV. Of the estimated 34,000 new HIV infections in 2013, 27,000 were adults and 7400 were children. Overall, more than 170,000 children (93,000 adolescents) in Malawi are living with HIV. HIV is spread primarily through heterosexual transmission. Currently, HIV prevalnce in girls and boys 15-19 years is 4.2% and 1.3%, respectively. Both boys and girls have low comprehensive knowledge about HIV and among sexually active young people, low condom use.HIV diagnosis and enrollment in care and treatment is lower among adolescents than adults, and adolescents who are on treatment are more likely to default.
UNICEF Malawi has just undertaken a mid-term review of its 5-year country programme (2012-2016). A key finding was the need to accelerate HIV prevention, care and treatment interventions for adolescents, through an integrated approach and in collaboration with education, child protection and social protection. At the same time, Malawi has updated its national HIV strategic plan and is in the process of submitting a concept note to the Global Fund, while PEPFAR has established its priorities for the next country plan. As UNICEF Malawi develops its HIV and adolescent programme, it needs to be cognizant of its comparative advantage and added value.
UNICEF Malawi is therefore, looking for an individual consultant to design an integrated HIV prevention, care and treatment and support programme for adolescents, drawing upon the latest evidence related to HIV and adolescents, with clear linkages to the education, child protection and social protection sectors.
  1. SCOPE OF WORK
  2. Develop a programme design for HIV prevention, care and treatment and support for adolescents, articulating the strategic context, evidence and options, delivery plans and an illustration of results. This will include review of country, UNICEF and program-specific documents as well as consultations with UNICEF staff, government, adolescents, key stakeholders and potential implementing partners to ensure the design of an effective programme.
  3. Develop HIV-sensitive guidelines for education, child protection and social protection programmes supported by UNICEF Malawi.
  4. Upon approval of programme design, assist implementing partners and adolescent groups with developing proposals, operational plans and budgets to implement the programme, emphasizing synergies between partners
  5. EDUCATION AND WORK EXPERIENCE
· Advanced degree (Masters or higher) in social sciences, development studies or related field.
· 8 years of professional experience in international development and HIV and AIDS, with demonstrated experience in designing and evaluating HIV and AIDS programmes.
· Experience in adolescent programming required.
· Experience in gender including the vulnerability of adolescent girls and human rights based approach to programming required
· Strong interpersonal and communication skills needed, ability to generate clear and concise reports, and communicate content effectively orally.
· Experience working in Malawi strongly preferred.
