Job Description Overview
Working in close collaboration with the Executive Director and Clinical Director, the Director of Programs is responsible for developing and organizing the administrative and operational support necessary for the delivery of clinical and non-clinical services at APZU. This diverse and dynamic position includes management of the project's finances, information technology, human resources and general operations. The project manager acts as a liaison between the Malawian and Boston-based staff, ensuring efficient and effective communication.
Primary Responsibilities
General Management
- Work closely with the Executive Director and Clinical Director to develop long-term strategy for the organization.
- Work with APZU staff and district colleagues to develop multi-year project and partnership work plans and oversee implementation.
- Develop and maintain positive relationships and partnerships with the Ministry of Health, local government, and other public sector and non-profit organizations and community leaders.
- Ensure effective communication with headquarters team in Boston and other PIH sites as needed.
Financial
- Oversee the finance/accounting team in Malawi and work in close collaboration with Boston to ensure effective financial systems are in place.
- Encourage development of financial management capacity in local team while monitoring process integrity and data quality.
- Work in close collaboration with the Executive Director, Director of Finance, and PIH Chief Financial Officer in preparation of annual budget to PIH headquarters, working with both Boston and APZU staff to forecast activities and costs.
- Day-to-day responsibilities for managing the APZU annual budget, including approval of major expenses/purchases, and sign off of monthly and quarterly reviews.
Human Resources
- Support and mentor Director of Human Resources to oversee all aspects of management for 250+ APZU employees throughout Neno district and 800+ community health workers, including creation and maintenance of cross-department staff policies and procedures.
- Collaborate with MOH administrative leadership to coordinate APZU and MOH human resources matters.
Operations & Logistics
- Supervise the Director of Operations to ensure efficient transport and procurement operations, including protocols/policies for standardizing daily operating procedures for stock management, procurement, transport, and infrastructure.
- Ensure that transparent procurement systems are in place, with appropriate controls for purchasing activities, and that policies are being followed.
- Provide final approval and oversight for large annual purchases, alongside the Boston-based operations and clinical team, including international procurement.
- Build the capacity of the infrastructure department to manage new infrastructure projects throughout the district, including the supervision of external contractors.
External Relations
- Contribute to the overall APZU development strategy, private donor cultivation, and collaboration with in-country government sources.
- Participate in events, meetings and conferences as a spokesperson for the organization.
- Ensure effective grant management infrastructure is in place across programs, finance and monitoring and evaluation, to report in a timely and high quality way on all grants.
- Review quarterly program/activity reports for submission to donors and Boston headquarters.
- Supervise the external relations department and build long-term in-country and international communications strategy.
- Participate as needed in supporting donors, PIH leadership team, and other visitors.
Skills and Qualifications
- Five years of project management experience, preferably in international projects, with demonstrated increasing responsibility
- Prior experience in managing and leading strong and diverse teams
- Master's degree in business, public policy, public health administration or related field preferred
- Excellent interpersonal and communication skills; demonstrated ability to interact professionally and with sensitivity with culturally diverse staff, clients, and consultants
- Strong operational and business analytics thinking
- Comfort with ambiguity, shifting priorities, and need to juggle competing demands in a fast-paced and challenging work environment
- Proven ability to exercise good judgment, demonstrate political astuteness, and tact
- Prior experience working in Africa and in resource poor settings, familiarity with HIV/TB a plus
- Sense of humor and flexible disposition very helpful
- Strong organizational & writing skills
- Ability to relocate to Neno, Malawi full time.
