Overview:
In 2002, the Clinton Health Access Initiative (CHAI) began as the Clinton HIV/AIDS Initiative to address the HIV/AIDS crisis in the developing world and strengthen health systems there. Taking the lead from Governments and working with partners, CHAI works to improve markets for lifesaving medicines and diagnostics, lower the costs of treatments, and expand access to life-saving technologies — creating a sustainable model that can be owned and maintained by Governments.
In 2005, CHAI signed a Memorandum of Understanding (MoU) with the Government of Malawi (GoM) to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and Programmematic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s lab system, and scale-up an integrated nutrition Programmeme for children. CHAI’s support to Malawi has expanded to include Human Resources for Health (HRH), Malaria, Nutrition, and Health Financing.

Position Overview:
In 2014, the CHAI Malawi Health Financing (HF) Programme, under the direction and guidance of the Ministry of Health Department of Planning and Policy Development (MoH) and National AIDS Commission (NAC), quantified the gaps in the health sector and conducted an analysis to help inform targets and prioritize National Strategic Plans.
In 2015, the HF Programme will continue supporting the MoH and NAC to build an investment case around the results of previous work, providing the enabling environment for efficient, effective and equitable allocation of resources by mobilising new resources and advocating for the reallocation of existing resources while building capacity at all levels. The work will focus on closing the gaps in key priority areas through resource mobilization, service delivery efficiencies and resource reallocation, with a special focus on infrastructure, medical equipment, human resources for health, essential medicines, maternal and child health and HIV biomedical commodities and testing.
The Clinton Health Access Initiative (CHAI) seeks a Programme Officer, SustainableHealth Financing (SHF) to help the MoH mobilize additional resources into the health sector and analyse service delivery efficiencies within different aspects of the health system. The Programme Officer will work very closely with many Departments of the MoH, including but not limited to Planning, Pharmaceuticals, Clinical Services, Physical Assets Management, as well as various disease Programmes such as the Reproductive Health Department, in addition to cooperating on a regular basis with the Central Medical Stores Trust (CMST), donors, NGOs, and civil society. The Programme Officer will also support the SHF team with other projects as requested by the MoH, around budgeting and planning, design and implementation of various health financing strategies, driving operational efficiencies in the health sector and tracking outcomes and impact in the health sector. The Programme Officer will be based in Lilongwe, Malawi and will report to the Programme Manager of the Sustainable Health Financing team within the Health Financing and Malaria Cluster.

Responsibilities:
Working in close collaboration with MoH Malawi, the Programme Officer, Sustainable Health Financingwill:
- Serve as a trusted technical advisor to the MoH on a broad range of national health financing issues, aimed at building an investment case for more and better-allocated health sector funding;
- Collect, clean and analyse data on various areas of the health sector to quantify technical efficiencies;
- Identify ways to leverage efficiencies to improve the efficiency of all aspects health systems in Malawi, including human resources for health, infrastructure, medical equipment, essential medicines, health financing and supply chains;
- Work with the infrastructure unit of the MoH to cost and prioritise rehabilitation and construction of health facilities;
- Provide overall support to the infrastructure unit of the MoH to improve their data analysis and financial management capacity to enable the development of a strong investment case;
- Work with the pharmaceuticals department of the MoH to assist with the quantification and prioritization of essential medicines procurement;
- Collaborate with the Drug Access Team in CHAI to assist the Central Medical Stores Trust (CMST) with pricing, capacity improvement and procurement;
- Support the Physical Assets Management unit of the MoH on strengthening financial processes regarding the procurement and maintenance of medical equipment
- Conduct analysis and liaise with stakeholders to raise revenue into MoH priority areas with the largest financial gaps, support funding proposals where necessary;
- Support the strengthening of planning and budgeting processes within the MoH;
- Liaise with stakeholders in the health sector to drive evidence-based operational and policy changes;
- Assist in building capacity at all levels of the MoH;
- Provide regular reports on progress to Programme Manager/global teams;
- Perform any other duties as assigned by the Programme Manager
Qualifications:
- University degree, with a focus on public health, health systems, economics/finance or development;
- 2+ years of professional experience in the private or public sector;
- Experience in working on the financing of supply chains, infrastructure, medical equipment, including procurement practices;
- Strong analytical skills and advanced technical proficiency with MS Excel and PowerPoint (analytical skills and proficiency levels will be tested during recruiting process);
- Natural ability to build strategic relationships and interact with individuals of different backgrounds;
- Tenacity and a can-do attitude;
- Excellent organisational and problem solving skills;
- Excellent verbal, visual and written communication skills;
- Proven ability to operate independently, multitasking and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges facing Malawi;
- Proven ability to “hit the ground running” with minimal supervision, learning new administrative and project management systems quickly;
- Exceptional communication skills, including excellent spoken and written English, and strength in building and maintaining relationships;
- Knowledge and/or experience of the health sector in Malawi in general would be a distinct advantage.
